Details the expenditure contents of the provincial Civil Defense Fund are based on Article 32 of Decree 200/2025/ND-CP.
Article 32. Expenditure content of the provincial Civil Defense Fund
1. Expenditures to support civil defense activities, in which priority is given to the following activities:
a) Support incident and disaster response activities: Disperse people from dangerous areas; provide medical care, food, and drinking water for people in evacuation areas; support mobilized forces to participate in responding to and overcoming incidents and disasters;
b) Rescue and support for overcoming the consequences of incidents and disasters: Emergency relief in food, drinking water, medicine, learning facilities and other urgent needs for those affected by incidents and disasters; support for repairing houses, medical facilities, schools, handling environmental sanitation in areas affected by incidents and disasters; support agricultural production to restore production in areas damaged by incidents and disasters; support handling to ensure smooth traffic; support funding for repairing, handling and urgent construction of works to prevent, respond to and overcome incidents and disasters;
c) Other expenditure contents decided by the Chairman of the Provincial People's Committee.
2. Based on the expenditure content of the Provincial Civil Defense Fund prescribed in Clause 1 of this Article and the number of actual support recipients in the area at each level, the Provincial People's Committee decides to allocate to the Commune People's Committee when the funding source to carry out tasks of responding to and overcoming incidents and disasters at the commune level has been fully utilized.
In addition, the authority to spend the Provincial Civil Defense Fund is based on Article 33:
Article 33. Authority to spend on the Provincial Civil Defense Fund
1. The Provincial People's Committee shall submit to the Provincial People's Council for consideration and decision on the expenditure content of the Provincial Civil Defense Fund in Article 32 of this Decree and the expenditure level as prescribed by the provincial Civil Defense Fund Management Agency.
2. The Provincial Civil Defense Command is responsible for synthesizing the damage and support needs of the Commune People's Committee and relevant agencies and organizations; organizing inspections, reviewing, proposing, and submitting to the Chairman of the Provincial People's Committee for decision.
3. Transfer to the Central Civil Defense Fund according to the decision of the Prime Minister.
