Responsibilities and authority to allocate relief and support resources for civil defense work are clearly stipulated in Article 21 of Decree 200/2025/ND-CP.
Article 21. Responsibilities and authority to allocate relief and support resources
1. Chairmen of People's Committees at all levels shall base on the proposal of the Civil Defense Command of the same level to decide to use local budgets, civil defense funds and other legal resources to provide relief, support, and overcome the consequences of incidents and disasters to ensure timeliness and accuracy for the target group.
2. Ministers, heads of central branches, and heads of ministerial-level agencies shall base on the proposal of the Civil Defense Command to arrange and allocate resources within their functions and powers to overcome the consequences of incidents and disasters under their management and relief, and support localities according to their authority; in case of exceeding their capacity, report to the National Civil Defense Steering Committee for synthesis, submission to the Government and the Prime Minister for consideration and decision.
Article 22. Deploying support resources from the Central Government
1. Based on the Prime Minister's decision to support resources to overcome the consequences of incidents and disasters, no later than 30 days from the date of the Prime Minister's decision, the Civil Defense Command of ministries, central branches, ministerial-level agencies and localities are responsible for advising and proposing to Ministers, heads of central branches, heads of ministerial-level agencies, and provincial People's Committees to allocate for implementation; quarterly report the implementation results to the National Civil Defense Steering Committee before the last 20 months of the quarter for synthesis and reporting to the Government and the Prime Minister.
2. The National Civil Defense Steering Committee directs, guides, inspects, and urges central ministries, branches, ministerial-level agencies, and localities to deploy the use of supported resources. Synthesize the implementation results report and propose the Government and the Prime Minister to consider recovering support funds and handle cases of improper use for purposes, subjects or for delays, inepriety, waste, and ineffectiveness.
