Article 30. Responsibilities of ministries, ministerial-level agencies, agencies under the Government; People's Committees of provinces and cities directly under the Central Government and other state agencies
1. Ensure the necessary conditions to build, maintain, update, and develop a management information system for cadres, civil servants, and public employees under management to serve the collection, update, and synchronization of data and electronic records of cadres, civil servants, and public employees into the national database on cadres, civil servants, and public employees.
2. Direct and guide agencies, organizations, units, and individuals under their management to regularly review, update, and exploit and use data within their authority; ensure that data and electronic records of cadres, civil servants, and public employees are updated promptly; be responsible for reviewing, checking, and verifying data before updating and synchronizing it to the national database of cadres, civil servants, and public employees.
3. Coordinate with the Ministry of Home Affairs in collecting and updating data into the national database on cadres, civil servants, and public employees; connect and synchronize data between databases and information systems under management authority containing data related to cadres, civil servants, and public employees to match, clean, share, and update data to ensure accuracy and consistency; monitor and evaluate the quality and effectiveness of synchronous data on cadres, civil servants, and public employees.
4. Regularly exploit and use information and data provided on the basis of the national database on cadres, civil servants, and public employees in management activities, implementing reporting regimes, summarizing, statistics, resolving administrative procedures and other activities related to cadres, civil servants, and public employees to improve the efficiency of management and use of the contingent of cadres, civil servants, and public employees; advisory work, policy planning, strategy for fostering, training, and developing the contingent of cadres, civil servants, and public employees.
