The information system for managing cadres, civil servants, and public employees of cadre, civil servant, and public employee management agencies when built and developed must meet at least the following requirements:
1. Support in creating, updating, managing, storing, and circulating electronic data and records of cadres, civil servants, and public employees in the process of working and working at agencies, organizations, and units.

4. Have basic functions and features to meet the management requirements of cadres, civil servants, and public employees; meet the requirements of decentralization and delegation of power suitable to each user; suitable to the scope of management of cadres, civil servants, and public employees.
5. Deploy solutions to ensure data and system safety and security in accordance with the law on network security, protecting personal data, and protecting state secrets as prescribed.
