Ms. Nguyen Thi Hong Ha (character name has been changed) is a civil servant of the Department of Construction, assigned to the Commune People's Committee from October 1, 2025. The commune where Ms. Ha was assigned to work is not subject to the arrangement of commune-level administrative units from July 1, 2025.

The Ministry of Home Affairs said: "On June 30, 2025, the Government issued Decree No. 170/2025/ND-CP regulating the recruitment, use and management of civil servants, in which Article 27 has stipulated regimes and policies for transferred and deployed civil servants.
Civil servants holding leadership and management positions who are transferred to other working positions where the new position allowance is lower than the current position allowance are entitled to maintain the position allowance for a period of 6 months.
Agencies and organizations that send deployed civil servants are responsible for paying salaries and ensuring other rights of civil servants during the deployment period; arranging suitable jobs for civil servants when the deployment period ends.
In case the agency or organization where they are assigned to be seconded has special regimes and policies, in addition to salaries and other benefits paid by the agency or organization that assigns seconded civil servants, civil servants also enjoy special regimes and policies paid by the agency or organization where they are assigned to be seconded.
In case civil servants are assigned to work in mountainous areas, border areas, islands, remote and isolated areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions, they are entitled to preferential regimes and policies according to the provisions of law.
