Roadmap to abolish teacher seniority allowance, apply new salary policy
According to the Law on Teachers, effective from January 1, 2026, the seniority allowance for teachers will end when salary policy reform is implemented. Previously, teachers were still entitled to seniority allowances according to Decree 77/2021/ND-CP, calculated from the 5th working year onwards and gradually increased according to the number of teaching years. The abolition of this allowance aims to pay salaries according to job position, capacity, create fairness and improve income for young teachers.

Instead of seniority allowances, the new salary policy is built according to Resolution 27-NQ/TW with a structure including basic salary (about 70%) and professional preferential allowances (about 30%). The Law on Teachers affirms that teachers' salaries are ranked highest in the administrative and non-business salary scale, and the specific level is specified by the Government in guiding decrees associated with the general salary reform roadmap.
Along with that, many new allowance and incentive regimes are added from 2026. Resolution 248/2025/QH15 stipulates professional preferential allowances of at least 70% for teachers, 30% for employees and 100% for teachers working in particularly difficult areas. Conditions for excellent graduates to receive a bonus of 500 million VND
From December 20, 2025, Hung Yen province implements a policy to attract high-quality human resources, in which excellent graduates when recruited and committed to work for the province will receive a one-time support of 500 million VND. The policy applies to many subjects in the fields of science, technology, innovation and digital transformation, with gradually increasing support levels according to qualifications and titles.
In addition to financial support, attracting subjects are also prioritized for arranging official residences or supporting accommodation costs from 10-20 million VND/month, and are also prioritized to buy social housing. Policy beneficiaries must commit to working for at least 7 years in the province; if they violate commitments or fail to complete their tasks, they will have to return all received expenses.

Following this trend, Hai Phong City also issued a policy to attract talent with a one-time support level of 150 to 500 million VND, depending on qualifications and titles. Verifying a teacher accused of molesting an 8th grade student
According to Huong Khe Commune Police, the unit has invited teacher P.V.T (born in 1980, teacher of Chu Van An Secondary School) to work related to the accusation of the 8th grade female student's family about teacher T molesting their daughter.

Principal of Chu Van An Secondary School also informed that the school is coordinating with functional agencies to clarify the case of teacher P.V.T being accused of molesting and touching the sensitive area of the female student.
