Attending the program "Listening to union members and workers speak" in 2026 organized by the Trade Union of the Department of Security Industry were Colonel Cong Thanh Thao - Head of the Trade Union of the People's Police (CAND), Lieutenant Colonel Tran Xuan Lam - Head of the Trade Union of the Department of Security Industry (H08).
Speaking at the opening ceremony, Lieutenant Colonel Tran Xuan Lam - Head of the Trade Union Committee of Department H08 said that the "Listening to Trade Union members and workers speak" program in 2026 will focus on listening and exchanging views on key issues such as: The implementation of policies for workers, salaries, bonuses, working hours, welfare; occupational safety and health conditions and health care; the implementation of social insurance and health insurance regimes; training and improving professional qualifications and skills; the quality of trade union organization activities, the work of representing and caring for and protecting the rights and interests of union members; the organization of emulation movements.
Answering some questions from union members and workers about policies and regimes for workers directly involved in construction, who regularly work far from home, Lieutenant Colonel Nguyen Thi Thanh Hien - Deputy Head of the People's Police Trade Union affirmed that this is the top priority content of the trade union organization.
Based on the new regulations of the 2024 Trade Union Law and the 2019 Labor Code, the People's Public Security Trade Union proposed to strengthen specific allowances. This content will be through activities such as proactive negotiation, including in the Collective Labor Agreement clauses that are more beneficial to workers, increasing the level of mobile allowances away from home, improving the quality of lunch meals, and allocating reasonable compensatory rest time after peak construction periods to protect the health of direct construction forces.
Lieutenant Colonel Nguyen Thi Thanh Hien emphasized the supervision of the implementation of salary, tax and occupational safety and health policies at units. Specifically, grassroots trade unions need to closely coordinate with the financial department to supervise the payment of overtime wages, and at the same time accurately apply regulations on personal income tax exemption for the higher wages paid for working at night and overtime for workers.
Regarding health care and safety protection at the workplace, units need to increase the frequency of periodic health check-ups, supplement in-depth professional medical examination packages, and fully implement the regime of rest and health recovery according to the Law on Social Insurance.
Regarding the content of working conditions, occupational safety and health, and labor protection, Colonel Cong Thanh Thao - Head of the People's Public Security Trade Union affirmed that equipping full and standard labor protection is a mandatory obligation of employers, a prerequisite for protecting health and preventing occupational diseases for direct construction forces working in hazardous environments.
Emphasizing the role of agency health, the Head of the People's Public Security Trade Union proposed that the Trade Union of Department H08 have recommendations on establishing a grassroots health system at enterprises in 2026. In parallel, grassroots trade unions need to proactively train first aid skills for union members in addition to fire prevention and fighting work. Colonel Cong Thanh Thao also directed grassroots trade unions that instead of just passive supervision, they need to proactively propose and implement the missing policies and regimes, maximize the role of representing and taking care of the legitimate rights of workers right at the grassroots level.
From the issues raised at the program, Colonel Cong Thanh Thao - Head of the Trade Union of the People's Police Department directed: "I propose that grassroots trade unions after this Program do not consider dialogue as a movement or only organize it when requested. Listening to union members must become a regular activity; each trade union official must spend more time coming to workers, understanding workers, accompanying workers and promptly reflecting difficulties from the grassroots level.
