No deep flooding points appear
On July 31, the Hanoi Department of Construction announced the organization and implementation of solutions to handle flooding in the city.
Regarding the deployment of urgent investment projects and works, the city has implemented 10 phase I urgent projects: including 5 regulating lake projects (Phu Do, Dong Bong 2, Yen Nghia 1, Yen Nghia 2, Thuy Phuong) and 5 system projects including (renovation of downstream Kim Nguu; renovation of Thuy Phuong canal connecting to To Lich river; renovation of pumping stations and drainage systems to solve flooding in the area along Thang Long Avenue; handling of flooding in the Diplomatic Corps, Resco Ecohome, Tay Ho Tay areas; supplementing pumping stations for lake water levels regulating the To Lich area). These projects have been basically completed and put into operation to serve the resolution of flooding in recent rains.
2 urgent phase II projects (Chem and Lien Mac 1 regulating lakes) are being implemented with investment from socialized capital sources.
After more than 4 months of construction, drainage projects (10 emergency projects, Phu Thuong pumping station, Cu Khoi Lake...) have basically been completed and put into use to serve drainage and have shown clear effectiveness according to the project goals set out; reducing the number of flooding points, flooding time, flooding depth, flooding area...
According to the Department of Construction, through monitoring and evaluating the recent rains, including areas recording some areas with rainfall over 100mm, many flooding points have been better controlled, the water drainage time has been reduced, and the operating capacity of the system has been clearly improved.
Recorded areas of Vo Chi Cong, Resco, Eco Home, My Dinh are slightly flooded about 15-20cm and the water recedes immediately in about 30 minutes when the rain stops.
The flooding points in the Thang Long Avenue, Diplomatic Corps, Tay Ho Tay, Resco, Eco Home, Ciputra, An Khanh areas have improved drainage capacity; no flooding occurs or only localized flooding in a short time.
Deep flooding points and prolonged flooding do not appear in the city, greatly affecting traffic through flooded points.
Some points are still flooded such as the rain on the morning of July 25 in the Nguyen Gia Bong area; Ba Trieu - Nguyen Du - Ho Xuan Huong intersection; Phu Xa street; Vinh Hung street; Dinh Tien Hoang street; Phung Hung street; Phan Boi Chau - Ly Thuong Kiet street; Thai Ha, alley 165 Thai Ha area; Nguyen Dinh Tu, Le Mat... After the rain ended for about 15-30 minutes due to heavy rain exceeding the drainage capacity of the system (30 minutes of rainfall 30-60mm).
The rain on July 27, in the La Pho - Thuy Khue slope area, alley 42 Giang Van Minh, in which the La Pho - Thuy Khue slope area was flooded about 20-25 cm deep, the area of alley 42 Giang Van Minh connecting to alley 100 Doi Can was flooded about 35-40 cm deep due to the impact of the construction of Thuy Khue ditch and Ngoc Ha ditch culverts.
For modern cities in the world (such as Shanghai, Seoul, London, New York...) rains with an intensity of 100mm/h cannot completely eliminate the risk of flooding, current solutions are to help reduce damage and shorten flooding time" - the Department of Construction said.
Accelerate 12 drainage projects
In the coming time, the city will accelerate 12 drainage projects according to the plan that have been and are being implemented.
Along with that, prioritize key projects, regulating lakes, pumping stations, and canals that have a major impact on the Ta Nhue, Huu Nhue, Long Bien, North Red River, Ha Dong and the west of the city basins, especially the drainage axis of river routes.
Long-term, continuous solutions associated with the 100-year vision of the Capital Master Plan will be studied and implemented in the project of the 100-year vision of the Capital's drainage ground elevation plan, including the following groups of solutions:
Organize the implementation of the Project on handling flooding in inner Hanoi area, phase 2026 - 2030, meeting the development needs of the Capital according to the 100-year vision of the Capital Planning orientation.
Deploy drainage plans, disaster prevention and control corresponding to floods exceeding the design to minimize damage and adapt to Climate Change with scenario RCP8.5 on a scientific basis to ensure national defense and security goals; apply science and smart drainage operation systems.
Strictly control the ground elevation planning, regulating lakes and drainage systems of urban development projects, surface water drainage solutions with rain exceeding the capacity of the system.
Gradually applying the "sponge city" model, in the direction of not only draining rainwater, but also retaining water, absorbing water, regulating and reusing rainwater... in new projects implemented in the city.
Strengthening state management of drainage. Continue to improve the coordination mechanism between departments, branches, localities and management units; strengthen inspection and supervision of the management and exploitation of works; promptly handle violations of drainage systems, irrigation works and works protection corridors, ensuring the system operates safely, efficiently and sustainably.
