Do not let hot spots arise
The Da Nang City Labor Federation and the Management Board of Da Nang High-Tech Park and Industrial Parks have just signed a cooperation agreement for the period 2025-2030.
According to Mr. Le Van Dai - Permanent Vice President of the Da Nang City Labor Federation, this signing is to strengthen the working relationship between the Management Board of the High-Tech Park and Industrial Parks of Da Nang and the Da Nang City Labor Federation, and at the same time, to effectively perform the functions and tasks of each unit.
The scope of coordination covers all high-tech parks, industrial parks, concentrated information technology parks and free trade zones in the city.
The content of the coordination is extensive from thoroughly grasping and implementing the Party's resolutions and directives, the State's legal policies; developing union members, establishing grassroots unions; to grasping the situation of workers, inspecting, supervising compliance with the law and organizing activities to care for and protect workers' rights.
The consistent point of the regulation is the requirement for the two sides to coordinate on the basis of assigned functions and tasks; ensuring the principles of equality, respect, and cooperation; at the same time proactively exchanging information, not allowing hot spots to arise in labor relations.
This is also a requirement in the context of increasingly diverse labor relations, the emergence of more organizations representing workers according to new regulations of the law.
An important pillar of the regulations is coordination in propaganda, dissemination and implementation of policies and guidelines related to workers. For enterprises that already have trade unions, the Management Board is responsible for directing and guiding so that these contents are implemented synchronously to cadres, union members and workers.
For enterprises that do not have trade unions, the two sides will coordinate in propagating and mobilizing, creating favorable conditions for the establishment of grassroots trade unions and developing union members.
Notably, the Management Board is responsible for annually developing a plan to train core workers in enterprises without trade unions. This is an important preparation step, creating a human resource and awareness foundation so that when establishing a trade union, the organization can operate substantially, informally.
In the opposite direction, the City Labor Federation provides documents introducing the trade union organization, the process and procedures for establishing grassroots trade unions to coordinate with the Management Board to mobilize investors and enterprises to comply with the provisions of the Trade Union Law 2024.
Coordinate proposals to implement social housing projects
Not only stopping at propaganda, the regulations reserve a large volume for coordination content to handle specific issues arising in labor relations.
In the field of occupational safety and hygiene, the two sides agreed to coordinate in organizing 4 to 5 annual safety training classes for businesses and occupational safety and hygiene teams. This is a preventive solution, contributing to reducing occupational accidents, ensuring safety for workers and stabilizing production.
For labor disputes and strikes, the regulations require timely information when arising so that both sides can coordinate to resolve them, protect the legitimate and legal rights of workers, and maintain social order and safety and the investment environment of the city.
Another notable content is the coordination in reviewing land funds, proposing planning and implementing social housing projects, workers' accommodation, and trade union institutions. Workers' housing is identified as not only a social security issue, but also an important factor in retaining workers, creating long-term stability for businesses.
The regulations also clearly stipulate the working regime, information regime and consultation focal point of each side, ensuring uninterrupted and formal coordination. Every year, the two units rotatedly chair a conference to evaluate implementation results and develop coordination directions for the following year.
With a clear approach to work, clear responsibility and a strong focus on workers, the Coordination Regulations for the 2025-2030 period are expected to become an effective tool, contributing to building harmonious, stable and progressive labor relations in high-tech parks and industrial parks in Da Nang - Mr. Le Van Dai said.
