Attending the preliminary review of 5 years of implementing Resolution 02-NQ/TW, dated June 12, 2021 of the Politburo on Innovating the organization and operation of Vietnam Trade Unions in the new situation was Mr. Ngo Duy Hieu - Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labour.
According to the Report of the Hanoi Labor Federation, 5 years of implementing Action Program No. 02/CTr-BCH dated July 20, 2021 of the Executive Committee of the Vietnam General Confederation of Labor implementing Resolution of the 13th Party Congress and Resolution 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovating the organization and operation of the Vietnam Trade Union in the new situation" in the Capital's Trade Union levels, trade union activities at all levels have many innovations, creativity, focus, and key points, towards grassroots levels, union members, and workers.
Trade union levels have focused on performing well the function of representing, caring for, and protecting the legitimate rights and interests of union members and workers; completing and exceeding the targets on union member development, establishing grassroots trade unions; trade union financial revenue and expenditure; building, signing and implementing collective labor agreements; targets on emulation and commendation work... Every year, the movement of workers, civil servants and laborers, and trade union activities in the Capital are awarded Certificates of Merit by the Prime Minister and the VGCL.
One of the outstanding results is the innovation of trade union organization and activities in accordance with the number, labor structure, needs, aspirations of union members and workers and international integration requirements; developing union members, establishing grassroots trade unions, building a team of trade union officials to meet task requirements.
Identifying membership development and establishment of grassroots trade unions as the central and overarching task of the trade union organization, the Executive Committee of the City Labor Federation has developed a Program for membership development and establishment of grassroots trade unions for the entire term and annually; assigned specific targets to each unit; consolidated the Steering Committee for membership development and establishment of grassroots trade unions of the City; organized seminars, workshops, meetings, training, and surveys to classify enterprises that meet the conditions for establishing trade union organizations, focusing on establishing grassroots trade unions in enterprises with 25 or more employees. As a result, in the period from 2021 to 2025, 3,011 new grassroots trade unions were established, and 3,880 members were admitted.
Implementing Resolution 60-NQ/TW and the direction of the Vietnam General Confederation of Labour, Hanoi City Party Committee, Hanoi City Labor Federation has deployed and streamlined the apparatus: terminated the operation of 45 upper-level trade unions directly under the grassroots level; trade unions of units receiving 100% of budget salaries; developed a Project and successfully established and directed the Congress of 84 commune and ward trade unions and Trade Unions of high-tech zones and industrial parks of Hanoi City; grassroots trade union Congress and the 18th Hanoi City Trade Union Congress, term 2025-2030...
In the coming time, the Capital Trade Union levels will continue to focus on effectively implementing a number of tasks and solutions. In which, continue to improve the quality of representative activities, care for and protect the legitimate and lawful rights and interests, contributing to improving the material and spiritual life of union members and workers; focus on effectively participating in building and perfecting policies, laws, regulations, especially issues directly related to workers.
Continue to innovate propaganda and mobilization of union members and workers; participate in improving the quality of human resources in the Capital and the country; especially implement the policy of building a strong working class in the spirit of Resolution No. 02, Resolution No. 20 of the Central Executive Committee on "Continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization of the country". Focus on building strong Trade Union organizations; attracting and gathering a large number of workers to join trade unions; building a clean and strong Party and government...
Speaking at the Conference, Mr. Ngo Duy Hieu acknowledged and highly appreciated the advantages, outstanding results, innovations, and creativity of the movement of workers, civil servants, laborers and trade union activities of the Capital in the past time.
On this occasion, the Vice President of the Vietnam General Confederation of Labor proposed that in addition to Resolution 02, the Capital's Trade Union levels also need to update the Party's new guidelines and Resolutions on Trade Unions and the working class, including aspects on national governance innovation, organizational structure arrangement to improve the operational efficiency of the political system.
The team of trade union officials must continue to thoroughly grasp propaganda, thoroughly grasp the Resolution both on the results of 5 years of implementing the Resolution; update the new guidelines and orientations of the Party and State on building the Trade Union organization and developing the working class.
The Vice President of the Vietnam General Confederation of Labour emphasized to clearly grasp the opportunities and challenges, advantages and difficulties as well as new requirements and orientations for the activities of the Trade Union organization.
In addition, it is necessary to prepare resources, focus on training trade union officials to effectively organize dialogue, negotiation, and signing of collective labor agreements; implement digital transformation, improve the quality of staff; focus on core key tasks such as representative care, union member development work and especially promote emulation movements. Here, promote emulation movements to affirm the position and role of the Trade Union in employers and society, and at the same time contribute to improving income for workers.
