Innovation in thinking, content and organization of emulation movements
Speaking at the 11th National Patriotic Emulation Congress among workers, civil servants and laborers (20252030) held on the morning of October 26, Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front (VFF), Central organizations, Chairman of the VFF Central Committee expressed his joy and excitement with delegates attending the 11th National Patriotic Emulation Congress for workers, civil servants and laborers, period 2025 - 2030 organized by the Vietnam General Confederation of Labor.
On behalf of the Party and State leaders and the Central Emulation and Reward Council, Mr. Do Van Chien warmly welcomed the delegates, especially welcoming 400 comrades of workers, civil servants, and laborers selected from the emulation movement of trade unions at all levels to attend the Congress. Mr. Do Van Chien sent his warmest greetings to millions of union members, workers and laborers nationwide who are working hard, creating, and contributing their efforts to the cause of building and defending the country.
Mr. Do Van Chien acknowledged that, imbued with the teachings of beloved President Ho Chi Minh: "Emulation is patriotism, patriotism must compete, those who compete are the most patriotic people", over the past 5 years, the patriotic emulation movement among workers, civil servants and laborers has had a new, more creative, practical and effective development step. Trade unions at all levels have closely followed the political tasks of agencies and units, linking emulation with studying and following Ho Chi Minh's ideology, morality and style; widely implementing emulation movements launched by the Trade Union organization such as "Good worker", "Creative worker", "Good at public work, good at home work", "Green - clean - beautiful, safe, hygienic at work", "Innovation, creativity, and efficiency in Trade Union activities".
In particular, the programs "75 thousand initiatives to overcome difficulties, develop" and "1 million initiatives - efforts to overcome difficulties, creativity, determination to defeat the COVID-19 pandemic" were widely implemented, demonstrating the creative spirit and will to overcome difficulties of the working class and laborers, working together with the whole country to prevent and combat the COVID-19 pandemic.
On key national projects, typically the 500kV line 3 project from Quang Binh to Hung Yen and the 500kV line from Phu Tho to Lao Cai and many other key programs with the spirit of "competing for the Fatherland, serving the People", workers, civil servants and laborers have strive to compete, overcome the sun, overcome rain, and not lose to storms, contributing significantly to ensuring the progress and quality of key national projects. From the practice of the emulation movement, many typical examples have appeared with tens of thousands of valuable initiatives and solutions, bringing great economic efficiency, many initiatives with widespread influence, being commended and rewarded by all levels and sectors.
On behalf of the leaders of the Party, State, Vietnam Fatherland Front and the Central Emulation and Reward Council, Mr. Do Van Chien acknowledged, warmly commended and respectfully thanked the great contributions of the Trade Union organization, the team of workers, civil servants and laborers nationwide in the patriotic emulation movements in the recent past.
Mr. Do Van Chien said that our country is entering a new era, building a country to develop richly, prosperously, prosperously, civilly, and happily; the entire Party, people, and army are competing to achieve the goal of celebrating the 100th anniversary of the founding of our Party to become a developing country with modern industry and high average income; 100 years of the founding of the country, our country becomes a developed country with high income.
To achieve that goal, Mr. Do Van Chien said that it is necessary to make breakthroughs in developing science, technology, innovation and national digital transformation; synchronously deploy strategic breakthroughs, promote the strength of national solidarity, strongly arouse the awareness, will and aspiration of the Vietnamese people.
"I hope and suggest that the Trade Union organization should further promote the patriotic emulation movement among workers, civil servants, and laborers, innovate the thinking, content, and methods of organizing emulation movements," said Mr. Do Van Chien.
Taking emulation effectiveness as an important criterion to assess capacity and task completion
With the spirit of "Innovation is the driving force; digital transformation is the method; labor productivity is the measure; improving life and sustainable employment are the goals of patriotic emulation movements among union members and workers" and in the new context, trade unions operate in the common roof of the Central Committee of the Vietnam Fatherland Front, Mr. Do Van Chien suggested that trade unions at all levels from the central to local levels and facilities thoroughly grasp and implement the direction of General Secretary To Lam: "The new model must have new thinking, new ways of doing things, new efficiency", thereby truly innovating emulation and reward work.
Mr. Do Van Chien hopes that the trade union organization will focus on implementing well the 5 key groups of tasks.
Accordingly, trade unions at all levels from the Central to the grassroots level continue to thoroughly grasp and effectively implement Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership in emulation and reward work in the new situation. The head must directly direct and be responsible for the results of emulation movements within the scope of his/her management; link emulation movements with the implementation of political tasks, taking emulation effectiveness as an important criterion to assess the capacity and level of task completion of cadres and party members.
Trade unions must be proactive and take the lead in responding to patriotic emulation movements launched by the Vietnam Fatherland Front, the Government and the Central Emulation and Reward Council in accordance with the practical situation of trade unions, especially movements associated with digital transformation, innovation, human resource development, greening production and improving labor productivity. Launching emulation must go hand in hand with summarizing, commending, and rewarding organizations and individuals with outstanding achievements.
"I hope that the heads of Party committees, organizations, agencies and units must truly set an example, take the lead in organizing emulation movements and truly set an example for cadres, civil servants and workers to follow," said Mr. Do Van Chien.
Trade unions at all levels need to promote propaganda, discovery, and fostering the replication of advanced models. Focus on strongly applying digital technology, open data platforms and social networks to propagate and spread good people, good deeds, good models, and creative ways of doing things; arouse and spread the spirit of deep patriotic emulation in each agency, unit, and production and business establishment, promote the will to be self-reliant, creative labor with the highest productivity and quality, join hands with the entire Party, people, and army to realize the aspiration to build our country to develop richly, prosperously, prosperously, civilizedly, and happily.
Trade unions at all levels need to improve the quality of reward work. Rewards must be timely, accurate, fair and public; taking the results of political tasks and practical effectiveness as a measure; paying special attention to rewarding workers, people directly involved in production labor, and collectives operating in disadvantaged areas, remote areas, and areas; paying attention to thematic rewards, special rewards, overcoming the situation of formal, closed, and leveling rewards.
Finally, improving the effectiveness of the Emulation and Reward Council at all levels is first of all to consolidate, train and foster the team of cadres working in emulation, rewarding enthusiasm for courage, impartiality, and professionalism; increasing the application of information technology, building a database in emulation and reward work, making emulation and reward work truly a driving force to promote the working class, civil servants, and laborers to strive for creativity, and substantially improve productivity and labor efficiency.
On this occasion, Mr. Do Van Chien respectfully requested that Party committees at all levels, authorities, and leaders of enterprises in all economic sectors further strengthen leadership and direction; coordinate and create conditions for trade unions to better implement the patriotic emulation movement in the coming time.
"I would like to express my deep confidence, promote the results and achievements of emulation that have been achieved, proactively overcome difficulties and limitations, the working class and civil servants nationwide will be unanimous and join hands with the whole country to realize the aspiration: Building a rich, prosperous, civilized, happy Vietnam, firmly moving towards socialism.
I wish the patriotic emulation movement of workers, civil servants and laborers to achieve even greater results, let's contribute together in effort, intelligence, foster and embellish the glorious tradition of the Vietnamese working class in the new era, and let's continue to write beautiful stories about exemplary people overcoming difficulties, creative workers, beautifying the world for the prosperity of the country, for the happiness of the people", Mr. Do Van Chien expressed.
