Promoting the right to mastery of workers
Trade union levels in Lao Cai province have coordinated with the government and professional departments to implement many practical solutions, promoting the right to mastery of workers, contributing to the completion of political, economic and social tasks.
2026 is the third year of implementing the Law on Implementation of Democracy at the Grassroots level in 2022. Closely following regulations, the Lao Cai Provincial Labor Federation has directed to promote propaganda, training, and specific guidance for agencies, units, and businesses to flexibly apply according to specific characteristics. Thanks to that, the awareness of employers and employees about rights and obligations is increasingly raised.
Contents related to the Labor Code, Trade Union Law, Social Insurance Law and regulations on implementing democracy at the grassroots level are widely disseminated.
One of the highlights is maintaining the order of conferences of officials, civil servants, and public employees; employee conferences and dialogues at the workplace. This is considered an important forum for employees to directly participate in giving opinions.
In the first quarter of 2026, the whole province had 8/17 collective labor agreements at enterprises newly signed, reaching 47% of the plan. Many agreements for the first time added content about lunch meals - a practical issue closely related to workers' lives.
In parallel, 79% of grassroots trade unions in the non-business sector and 68% in the business sector have issued and implemented grassroots democracy regulations.
The rate of conference organization is also maintained at a high level: 75% of agencies and units organize conferences of cadres, civil servants, and public employees; 70% of state-owned enterprises and 66% of non-state-owned enterprises organize employee conferences.
Close to the grassroots, close to workers
In the context of the transformation of the two-level local government model, the coordination between Trade Unions and grassroots authorities still faces many difficulties due to many new procedures that are not stable. However, this is also an opportunity for the Trade Union organization to innovate operating methods and stick to reality.
Ms. Nguyen Thi Bich Nhiem - Chairwoman of Lao Cai Provincial Labor Federation - said that in the coming time, the unit will continue to direct trade union levels to coordinate in consolidating the steering committee for implementing grassroots democracy regulations; and at the same time build and improve regulations and rules suitable to the new situation, ensuring compliance with legal regulations.
Along with that, emulation movements associated with the implementation of democracy continue to be promoted such as "Good Labor - Creative Labor", "Innovation, Digital Transformation", "Digital Education for All", "Good People, Good Deeds".
Lao Cai Provincial Labor Federation also proactively established 3 working groups to manage the area, directly working with 11 commune and ward Party committees in April and May to promptly grasp and solve problems arising right from the grassroots level.
This approach clearly demonstrates the motto "close to grassroots level, close to workers", contributing to improving the effectiveness of representing and protecting workers' rights.
Mr. Ly Van Tuan - a construction worker in Si Ma Cai mountainous commune - said: "When there are problems with regimes or working conditions, we can report them through the trade union and receive faster support. The trade union is truly a support for workers to feel secure and stick with it for a long time.
