Focusing on caring for workers
On August 22, within the framework of the 3rd Conference of the Executive Committee of the Vietnam Bank Union, term VIII, under the witness of Mr. Ngo Duy Hieu - Standing Vice Chairman of the Vietnam General Confederation of Labor (VGCL), the Vietnam Bank Union organized the signing of the Regulation on coordination of work with the State Bank of Vietnam branch 15 region.
The Regulation establishes a coordination mechanism between the two parties in the context that the State Bank system is organized by region, in order to ensure consistency between the performance of the political tasks of the sector and trade union activities, the movement of workers, civil servants, and laborers at credit institutions in the area.
One of the key contents is to coordinate in caring for and protecting the legitimate and lawful rights and interests of union members and workers.
According to regulations, the Vietnam Bank Union and the State Bank of Vietnam branch in the region will regularly exchange information on regimes and policies; grasp the lives, jobs, thoughts, and aspirations of employees. At the same time, coordinate to receive, reflect, and propose to competent authorities to consider cases related to labor relations at credit institutions in accordance with their functions and legal regulations.
The two sides also coordinated to organize welfare programs; launched emulation movements associated with professional and business tasks; organized cultural and sports activities and commended collectives and individuals with achievements.In social security activities, the two sides will coordinate to mobilize resources to support people affected by natural disasters, policy beneficiaries and union members and workers in difficult circumstances.
Notably, the State Bank of Vietnam regional branch will coordinate to provide and exchange information on the number of workers and credit institutions in the area within the permitted scope. This is the basis for the Vietnam Bank Union to develop, manage union members, establish trade union organizations and increase connectivity between bank unions in each region.
Annually, the two sides will concretize the regulations with work programs and plans, clearly identifying the presiding unit, coordinating unit and resources for implementation. Periodically in December, the two sides will notify in writing about the results of coordination in the year.

Must be expressed through specific programs and products
Speaking at the signing ceremony, Mr. Pham Tien Dung - Deputy Governor of the State Bank of Vietnam, Chairman of the Vietnam Bank Union - said that the signing of the regulation creates a clear basis for establishing the responsibilities of each party and improving the efficiency of coordination after the State Bank system is regionally arranged.
Mr. Pham Tien Dung requested that after the signing ceremony, the Vietnam Bank Union and the State Bank of Vietnam branch in 15 regions soon develop an annual coordination plan, clearly defining the content, progress, responsible units and results to be achieved.
The two sides need to regularly maintain information exchange, promptly grasp the operating situation of credit institutions, trade unions and workers; and at the same time choose emulation, cultural, sports, and social security activities suitable for each region, avoiding formalism.
According to Mr. Pham Tien Dung, the ultimate goal is not only to have a signed regulation but also to form a substantive coordination mechanism, thereby helping the Vietnam Bank Union maintain trade union activities throughout from the central to the grassroots level with the coordination of the State Bank of Vietnam's 15 regional branches.
