Attending and directing the congress were Mr. To Xuan Thao - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Quang Ninh Provincial Federation of Labor; Ms. Phan Thi Hai Huong - Party Secretary, Chairman of the Ha Tu Ward People's Council.
In the 2023-2025 period, the Ha Tu Ward Trade Union and grassroots trade unions have promoted their role as representatives, protecting the legitimate and legal rights and interests of union members and workers; effectively coordinated the implementation of grassroots democracy regulations and emulation movements "Good workers, creative workers", "Innovation and digital transformation".
100% of grassroots trade unions have activities to care for union members; nearly 300 Tet gifts worth 150 million VND were given to workers in difficult circumstances; more than 250 union members received free consultation and health check-ups with a total value of over 412 million VND.
Currently, Ha Tu Ward Trade Union has 21 grassroots trade unions and trade unions, with 1,100 union members.
Speaking at the congress, Mr. To Xuan Thao acknowledged and highly appreciated the results achieved by the Ha Tu Ward Labor Union, especially in the context of the locality implementing the two-level government model.

Propose that the Ward Trade Union continue to closely follow the leadership of the Party Committee, concretize the Congress Resolution into practical action programs; focus on the function of representing and caring for the lives of union members and workers; promote political and ideological education; promote the emulation movement "Good workers, creative workers", "Outstanding advanced workers"; strengthen the development of union members and build a strong union organization.
With the slogan of action "Solidarity - Democracy - Discipline - Innovation - Development", the Congress passed the Resolution for the 2025-2030 term, setting the goal: "Promoting the tradition of Discipline and Unity, building a strong, innovative, professional and effective trade union organization; caring for and protecting the legitimate and legal rights and interests of union members and workers; participating in building a clean and strong Party and political system, contributing to building a model, rich, civilized and loyal Ha Tu ward".
In particular, by 2030, strive to develop 500 more union members, 100% of enterprises with 25 or more employees to establish trade unions; 85% of units have collective labor agreements; 100% of grassroots trade unions apply digital transformation in activities.
At the congress, the Provincial Federation of Labor announced the decision to appoint the Executive Committee of the Ha Tu Ward Trade Union, term I, consisting of 5 comrades; Ms. Pham Thai Hai was appointed to hold the position of Chairman of the Ward Trade Union.
