Ha Long Ward Trade Union was established under Decision No. 12,45/QD-LDLD dated June 30, 2025 of the Executive Committee of the Quang Ninh Provincial Labor Federation, with 106 grassroots trade unions (CDCS), with 4,485 union members. Of which, 83 enterprise trade unions account for 78.3% of trade unions, the rest are public service units.
Regarding the target by the end of 2030, the Congress plans to actually increase at least 2,000 union members; 100% of enterprises with 25 or more workers and laborers have union organizations.
100% of union officials have studied and thoroughly grasped the Party's resolutions; 87% or more union members and workers have been propagandized and disseminated policies and guidelines; at least 67% of workers in places where there are trade unions at enterprises participate in studying to improve their qualifications and professional skills.
At least 87% of units and enterprises have unions that are qualified to negotiate and sign collective labor agreements. 87% or more of union members who need to be consulted and resolved labor disputes will have union representatives participating or being supported by the union. 82% or more of grassroots trade unions deploy information technology applications and digital transformation.
Regarding the annual target, strive for 100% of newly elected grassroots union chairmen to be trained and fostered in an appropriate manner. At least 87% of grassroots trade unions participate with employers in promulgating and implementing grassroots democracy regulations. 100% of state-owned enterprises and 72% of non-state-owned units and enterprises are eligible to have grassroots unions organize annual labor conferences and dialogues.
On average, each grassroots trade union introduces at least 1 outstanding union member for the Party to consider, train and admit. 100% of grassroots trade unions are eligible to establish mass Women's Committees according to the provisions of the Charter of the Vietnam Trade Union.
Every year, coordinate the implementation of the model "Connecting jobs between employees and enterprises" to introduce 1,000 employed workers. Coordinate propaganda and mobilization to establish enterprises according to the direction of the Party Committee.
The Congress also agreed on 3 breakthroughs. In particular, focusing resources on performing the function of representing and protecting the legitimate and legal rights and interests of union members and workers, focusing on supervision and social criticism to improve the quality of negotiation, signing and implementation of collective labor agreements.
Build a team of professional union officials at all levels, with sufficient qualities and abilities to meet the requirements and tasks in the new era of development.
Innovating the methods of operation of trade union organizations, focusing on the application of science and technology, artificial intelligence, comprehensive digital transformation; protecting union members and workers; managing union members and trade union finances.
