Promoting the individual and collective intelligence roles well
On October 11, the Hoa Xuan Ward Trade Union, Da Nang City held its first Congress for the 2025-2030 term.
One of the notable contents of the Congress is that the Hoa Xuan Ward Trade Union has reviewed the leadership and direction of the Executive Committee since its establishment (July 2025) until now.
According to the review, immediately after being established under Decision No. 806/QD-LDLD dated July 2, 2025, the Ward Trade Union held its first conference to announce the decisions to establish, the decision to appoint the Executive Committee, the Standing Committee and the position of Chairman of the Ward Trade Union.
After its establishment, the Ward Trade Union Executive Committee quickly went into stable operation, focusing on directing grassroots trade unions to implement practical and effective activities, taking care of workers; proactively and promptly implementing policies and plans of all levels to grassroots trade unions, grassroots trade unions and union members.
During his activities, the Executive Committee always implemented the principle of democratic centralism, collective leadership, and individuals in charge, thereby promoting the individual and collective intelligence role in discussing, discussing, and deciding on the operating policies of the Trade Union organization.
In addition to the positive aspects, the leadership and direction of the Hoa Xuan Ward Trade Union since its establishment has also had limitations and shortcomings.
First of all, the Ward Trade Union Chairman is the Vice Chairman of the Vietnam Fatherland Front Committee of the ward, so the time and effort spent on Trade Union activities are sometimes limited.
The new Executive Committee has so many members who do not really grasp the functions and tasks of the Ward Union in general as well as the affiliated grassroots Union.
Most of the Executive Committee members work part-time and are heavy in professional work, so they have not spent much time researching and proposing innovative solutions in organizing the movement of workers, civil servants, laborers and trade union activities; some comrades have not fully attended the Executive Committee meetings.
The work of inspecting, urging, and guiding grassroots trade union activities at times and in some places is not timely and regular; the team of grassroots trade union officials fluctuates continuously and lacks inheritance.
3 breakthrough programs for the new term
In the 2025-2030 term, the Hoa Xuan Ward Trade Union has proposed 3 breakthrough programs including: Focus on improving the quality of the Trade Union staff, especially focusing on non-state Trade Union staff; innovate the way Trade Union activities, focusing on digital transformation in Trade Union activities; focus on dialogue and collective bargaining, bringing benefits to union members and workers, focusing on wages, bonuses, conditions and working hours.
To realize these 3 programs, the Hoa Xuan Ward Labor Union also set specific targets.
In particular, from now until the end of the term, strive for 90% of units and enterprises in the area with 20 or more employees to establish grassroots unions; at least 90% of grassroots trade unions of enterprises to negotiate and sign collective labor agreements.
Strive for 100% of union members' cases that need advice and debate on legal and legitimate rights and interests, with the participation or support of union representatives.
At least 75% of grassroots trade unions of enterprises participate with employers in developing and implementing grassroots democracy regulations; strive to achieve 80% of union members and employees who enjoy and participate in cultural, artistic, physical education and sports activities.
Regarding annual targets, Hoa Xuan Ward Trade Union always achieves the task completion level or higher; mobilizes the development of union members, establishes grassroots trade unions to achieve and exceed the targets assigned by the City Labor Federation.
Strive for over 80% of union members and workers to hear and disseminate the Party's guidelines, policies, and resolutions, the State's policies and laws, the rules, regulations, and rules of the locality, agencies, units, and enterprises; strive for over 20% of union members and workers to enjoy preferential products and services from partners who have signed welfare programs.
