On August 2, the National Assembly working delegation led by Member of the Party Central Committee, Vice Chairman of the National Assembly Le Minh Hoan surveyed the implementation of Resolution No. 66/2013/QH13 of the National Assembly on the Ho Chi Minh Road Project for the section of Rach Soi - Ben Nhut, Go Quao - Vinh Thuan through An Giang province.
The working group surveyed the Rach Soi - Ben Nhut - Go Quao - Vinh Thuan route at the intersection of National Highway 61 (Go Quao commune) and Provincial Road DT962 through Xang Cut ferry (Vinh Tuy commune); listened to the Ho Chi Minh Road Project Management Board, People's Committees of An Giang and Ca Mau provinces report on the implementation of the Project.
According to the report of the Department of Construction, the Ho Chi Minh Road project has a total length of 51.94km. Of which, the project passes through Kien Giang province (now An Giang province) 45.3km; Bac Lieu province (now Ca Mau province) 6.67km. The project is invested by the Ho Chi Minh Project Management Board, with a total investment of more than VND 3,900 billion. Construction started in March 2024 and is expected to be completed in 2025.

Currently, the project has cleared the site to hand over to the Investor for 43.533km/45.3km, reaching 96.16%. The total area recovered is 158.11ha/2,156 households. Currently, contractors have approached to construct 24/25 bridges and the handed-over road; Deploying the construction of 3 resettlement areas (1.7ha) for affected people.
In 2025, capital for site clearance will be allocated over 177 billion VND; currently more than 109/177 billion VND has been disbursed, reaching 62%. According to Mr. Giang Thanh Khoa - Vice Chairman of An Giang Provincial People's Committee - the locality is currently directing specialized agencies to provide documents, records, and papers related to site clearance and resettlement of the Ho Chi Minh Road project to soon hand over the site. At the same time, it directed the transfer of stone sources of all kinds of about 200,000m3 from the stone source of the North - South Expressway project that is no longer needed to be supplied to the Ho Chi Minh Road project.
At the same time, it is recommended that the Ministry of Construction and the Ho Chi Minh Road Project Management Board pay attention to promptly adjusting the box culvert at Km59+482.76 into a bridge with similar technical specifications to the Ba Bang Canal Bridge built on the North-South Expressway, East according to the content of the province's proposed document. The National Assembly is requested to pay attention to and agree on the policy of adding capital to continue upgrading the Ho Chi Minh road surface on National Highway 61 from Km67 - Km80 because the asphalt gravel road surface has been in operation for more than 10 years, and is currently degraded and severely damaged, posing a potential risk to traffic safety.

Concluding the meeting, Vice Chairman of the National Assembly Le Minh Hoan emphasized: The Ho Chi Minh Road project is a project of the people, with the meaning of connecting the river along a strip, a national symbol. Therefore, the implementation needs to be drastic, methodical and close to each stage.
Vice Chairman of the National Assembly Le Minh Hoan requested the Ministry of Construction to have a separate report on the progress of the two sections of Rach Soi - Ben Nhat and Go Quao - Vinh Thuan, clarifying each task and each time frame to report to the National Assembly in October 2025.
The Ministry of Construction and the Ho Chi Minh Road Project Management Board closely coordinate with the Ministry of Agriculture and Environment and the authorities of the two provinces of An Giang and Ca Mau to grasp the current situation and specifically report on the implementation progress, especially site clearance and resettlement work.
Actively mobilize and support people to relocate, arrange resettlement areas, pay compensation in accordance with regulations, including support for house rental while waiting for new housing stability. Check and review each specific case, listen to the thoughts and aspirations of the people, resolve them in accordance with the law, ensure reasonable reasons.
