Ms. Truong Thi My Le - Chairwoman of the Trade Union of Thong Nhat ward, Gia Lai province - said that the draft has clearly shown the spirit of renovating the organization and activities of trade unions; closely following the Party's guidelines, the State's legal policies and practical requirements of the workers, civil servants, and laborers movement in the new situation.
Notably, in Article 1, the draft has expanded the subjects of joining the Vietnam Trade Union, including workers without labor relations and foreign workers working in Vietnam. This is considered a step of adjustment in line with the development trend of the labor market.
However, the Thong Nhat Ward Trade Union proposed to supplement more specific regulations for informal workers and workers on digital platforms such as technology drivers, shippers, online sellers, seasonal workers, freelancers... in order to create a favorable basis for mobilizing and gathering union members.
According to Ms. My Le, this labor force is increasing day by day, but the organization, management and maintenance of trade union activities still face many difficulties due to the lack of suitable models and unified guidance.
Therefore, it is proposed that the Vietnam General Confederation of Labour soon study and build models of "digital trade unions", "platform labor unions" or flexible forms of activities suitable to the characteristics of this labor group.
Also contributing opinions to the draft, Ms. Nguyen Thi Anh Xuan - Chairwoman of Pleiku Ward Trade Union, Gia Lai province - said that the Charter of the Vietnam Trade Union needs to be amended in the direction of granting more substantive power to grassroots trade unions, in line with the trend of streamlining the apparatus and improving operational efficiency.
Accordingly, it is necessary to promote the application of digital transformation so that grassroots trade unions are more convenient in managing union members and deploying activities.
At the same time, it is necessary to clearly stipulate the decentralization so that grassroots trade unions can proactively develop operating programs, use funds within the assigned scope, directly organize dialogues, negotiate and resolve workers' recommendations at units.
In addition, grassroots trade unions also need to be given more initiative in developing union members, establishing trade union groups and selecting forms of employee gathering suitable for each type of enterprise.
In my opinion, when decentralization is increased and power is given more clearly, grassroots trade unions will operate more flexibly, substantively and closer to union members and workers" - Ms. Anh Xuan shared.
