Faced with the requirement of comprehensive digital transformation and restructuring the apparatus according to a new model, the Hanoi City Police Union identified building a "Digital Union" as a strategic task, focusing on key groups of issues.
First of all, it is necessary to digitize management and operation. The Trade Union prioritizes the application of information technology in professional work, towards centralized and transparent management, helping to replicate the reporting digitalization model at new grassroots trade unions, reducing administrative burdens and ensuring the accuracy of union member data.
Next, the Trade Union focuses on improving internal interaction and communication through digital platforms, increasing the use of social networks (Zalo, Facebook) to convey political and ideological information and successfully organize major events.
Finally, digital transformation aims to personalize the work of caring for union members' lives. This is a key factor, through the digitization of union member records and integration of electronic union member cards in the coming term, the Trade Union will manage the subjects that need accurate support, ensuring that the issuance of benefits is automated, to the right people, at the right time, especially after the merger and streamlining process.
Lieutenant Colonel - Dr. Luong Duc Hai, Head of the Hanoi City Trade Union Committee affirmed that digital transformation is an important factor to build a strong and comprehensive Trade Union, associated with administrative reform and ensuring ideological stability for union members.
"Digital transformation for the Capital Police Trade Union is a strategic solution to successfully implement the Resolution of the 4th CATP Trade Union Congress, term 2025 - 2030. "Digital Trade Union" is the key for us to effectively manage union members, bringing union benefits to beneficiaries in a timely and accurate manner, while creating a smooth and democratic communication channel. The goal is to help cadres and union members see the benefits of participating in the organization, and that benefit must be personalized and digitized through technology platforms," Lieutenant Colonel Luong Duc Hai emphasized.
Digital transformation in the Hanoi City Trade Union has brought double benefits, effectively serving both political tasks, professional tasks and social security work. The trade union has promoted its role in launching the emulation movement "Good workers, Creative workers" associated with the application of technology in the profession. Emulation and reward work in the period of 2023 - 2025 has honored 165 collectives and individuals at all levels.
Regarding social security, the Trade Union has carried out many humanitarian and highly political activities. Health examination and consultation work is focused on periodically (every year's Workers' Month), with thousands of union members and 72 union members' relatives receiving health check-ups. 32 people have had high-quality glass castings replaced thanks to the direct support of the CATP Trade Union.
Digitizing health records and medical examination history will help the CATP Trade Union have accurate data to personalize health care packages. At the same time, major social activities that need to mobilize large resources such as "The Journey of Love at the Border" (nearly 900 million VND) or "Proud of the Northwest - Following in the footsteps of our father" (more than 1.3 billion VND) are also managed transparently, ensuring the right support for the target and in a timely manner thanks to the application of technology in logistics work.
With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the Capital Police Union is steadfastly moving forward on the path of digital transformation.
Lieutenant Colonel Luong Duc Hai affirmed: "In the 2025 - 2030 term, Hanoi City Police Union will focus on developing and deploying the Electronic Union Membership Card or Union App, focusing on Digital Welfare and Personalization, along with improving digital capacity for officers, contributing to building a disciplined, elite and modern People's Public Security force".
