Many inadequacies and obstacles
News from the Da Nang City Labor Federation on July 18th said: The City Labor Federation has just made a proposal to the Da Nang City Party Committee regarding the issue of transferring full-time officials to commune and ward trade unions.
Accordingly, the City Labor Federation has established 28/93 Trade Unions of communes, wards, and special zones.
For established units, the City Labor Federation coordinates with local Party committees to arrange full-time officials; the City Labor Federation directly pays salaries and fully implements regimes and policies for officials.
However, the payroll of the Chairman of the Commune and Ward Trade Union is managed by the local Party Committee, which leads to inadequacies and problems arising.
First, regarding personnel work: The separation between the payroll management agency (local Party Committee) and the agency that uses, pays salaries, and implements policies (City Labor Federation) leads to a lack of unity and synchronization in planning, transfer, rotation, evaluation, and appointment of trade union officials.
The City Labor Federation is difficult to be proactive in arranging and assigning cadres in accordance with the requirements of tasks and areas in charge.
Second, regarding fairness in the allocation of payroll between localities: For communes and wards that have established trade union organizations, the local Party Committee must allocate 1 payroll to arrange full-time trade union officials; meanwhile, for communes and wards that have not established trade union organizations, this payroll is used for other tasks.
This reality makes some local Party committees with trade union organizations believe that the current staff allocation is not really fair, creating comparisons between localities, affecting the consensus and support of Party committees in the development of commune and ward trade union organizations in the coming time.
General staffing of trade union officials with local Party committees
According to the leader of the Da Nang City Labor Federation, the core cause of the above inadequacies is that the payroll of full-time trade union officials in communes and wards is currently included in the total payroll of local Party committees, not yet identified as a special payroll of trade union organizations, not yet linked to the specific criteria of trade unions such as the number of union members, the number of grassroots trade unions directly under the area.
Based on the analysis of the above-mentioned current situation and inadequacies, the City Labor Federation proposes that the Standing Committee of the Da Nang City Party Committee pay attention to and consider: Assigning targets for the staffing of full-time trade union officials of communes and wards to the City Labor Federation to directly manage and coordinate uniformly according to the area, based on the number of union members and the number of grassroots trade unions under the management scope of each locality, instead of being evenly distributed or rigidly attached to the staffing of each commune and ward as at present.
Coordination according to quantitative criteria (union members, grassroots trade unions) and the specificity of the area (management space) will overcome the situation of comparison between localities, and at the same time create a scientific and transparent basis for personnel arrangement, ensuring the principle of "where there is demand, there is staff", in line with the policy of streamlining the apparatus, improving the effectiveness and efficiency of the political system's operation.
