Still confused in directing
In the afternoon of July 15, a working delegation of the Vietnam General Confederation of Labor led by Comrade Nguyen Anh Tuan - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam General Confederation of Labor, National Assembly deputies came to survey the inter-communal trade union model in Nam Phuoc commune, Da Nang city.
Reporting to the survey delegation, Ms. Lam Thi Vy - Chairwoman of Nam Phuoc Commune Trade Union said: Besides the achieved results, the process of operating under the model of Commune Trade Union managing inter-communal areas still has some difficulties and obstacles that need to be concerned with guidance and removal.
First of all, the Commune Trade Union currently has both the nature of a grassroots trade union in terms of seals, accounts, and apparatus, but is assigned to manage and guide many grassroots trade unions and affiliated grassroots trade unions.
Therefore, in reality, there is still confusion when issuing documents directing and guiding grassroots levels; requiring grassroots trade unions and businesses to provide information and reports; working with businesses outside the headquarters area; participating in inspection, supervision and proposing remedial measures related to the legitimate and lawful rights and interests of union members and workers.
There is a reality that needs to be clarified whether the Commune Trade Union has the authority to issue plans and decisions to inspect grassroots trade unions or only coordinate and propose to higher levels for inspection; scope, procedures, inspection forms; authority to conclude and request remedial measures after inspection; inspection of union fees, trade union funds, assets, receipts - expenditures and finalization of trade union finances at the grassroots level.
Meanwhile, the Commune Trade Union does not have a full-time accountant, few officials, and the Vice Chairman is also the Chairman of the Inspection Committee, so if there are no separate instructions, it will be difficult to ensure independence, objectivity and synchronization in implementation.
Inappropriate assignment of tasks
According to Ms. Lam Thi Vy, the Commune and Ward Trade Unions only have the Chairman and Vice Chairman of the Trade Union; the Vice Chairman is also the Chairman of the Inspection Committee, while there is no full-time accountant.
If arranging existing officials to concurrently hold accounts, cashiers or participate in financial inspections, it is difficult to ensure the principle of independence and objectivity; the hiring of accounting services, arranging cashiers, spending levels, spending sources and accounting methods also need to be specifically guided.
In particular, the assignment of tasks to the Vice Chairman of the Vietnam Fatherland Front Committee of communes and wards concurrently Chairman of the Trade Union of communes and wards is not really suitable for the specific nature of Trade Union work.
In addition to the task of the Trade Union in the inter-communal area, commune trade union officials are also assigned to advise on democracy, supervision, and social criticism in residential areas.
Meanwhile, the task of the Trade Union must stick to businesses, grassroots trade unions, trade unions, union members, employees and labor relations; large volume, wide scope, easy to generate pressure and must handle many overtime tasks.
Although the inter-communal coordination mechanism has been proactively built and implemented by Nam Phuoc Commune Trade Union, there still needs to be unified guidance to make the coordination of grasping the situation of businesses, workers, labor relations and handling problems arising in the inter-communal area closer, more synchronous and convenient" - Ms. Vy said.
