In February 2026, the Khanh Hoa Provincial Labor Federation issued a program to implement a breakthrough in promoting dialogue and collective bargaining for the 2025–2030 term, in order to improve the quality of protecting the legitimate and lawful rights and interests of union members and workers.
According to leaders of the Provincial Labor Federation, in the 2023–2025 term, dialogue activities were implemented by trade unions at all levels with positive results. The whole province has 925 out of 925 units organizing conferences for cadres, civil servants, and public employees, reaching 100%.
In the non-state sector, 355/439 enterprises with 10 or more employees organized Employee Conferences, reaching 80%; 424/548 enterprises conducted dialogues at the workplace, reaching 77%.

Notably, 503/567 grassroots trade unions of enterprises have signed collective labor agreements, reaching 88 percent; of which 319 out of 503 agreements are still valid, reaching 63 percent.
The content of negotiations focuses on clauses that are more beneficial than legal regulations such as improving the quality of lunch meals, adjusting working hours, rest, ensuring social insurance, health insurance, unemployment insurance and occupational safety and health.
From 2023 to now, the Provincial Labor Federation has organized 3 dialogue conferences between the Chairman of the Provincial People's Committee and union members and workers.
More than 100 recommendations related to employment, income, vocational training, female labor, gender equality, housing, cultural institutions, and social security policies have been received, explained, and transferred to competent authorities for consideration and resolution by the leaders of the Provincial People's Committee and departments and branches.
Implementing Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo and the direction of General Secretary To Lam, the new term program sets a goal to create a strong change in the quantity and quality of dialogue and collective negotiation.
Accordingly, 100% of grassroots trade unions of state-owned enterprises and at least 85% of non-state sectors participate in building and implementing grassroots democracy regulations; coordinate to organize employee conferences and periodic dialogues at workplaces.

By the end of the term, the Khanh Hoa Provincial Labor Federation strives for at least 85% of enterprises with trade union organizations meeting the conditions to negotiate and sign collective labor agreements;
Collective labor agreements cover at least 85% of union members and workers; at least 55% of agreements are classified as A, B; the rate of expired agreements is below 10 percent.
The province will pilot collective bargaining by business groups in the seafood processing, tourism and service industries.
To achieve the goal, the Provincial Labor Federation has set out 6 groups of key tasks and solutions, prioritizing improving the quality of participation in policy development related to salaries, bonuses, working hours, safety, and occupational hygiene; strengthening propaganda and replicating effective dialogue models; building a database of collective labor agreements of type A and B for sharing and reference.
Along with that, training and fostering trade union officials is identified as a key task. 100% of grassroots trade union presidents of enterprises will be trained in knowledge and skills for dialogue and collective bargaining.
The province also studies mechanisms to protect and support grassroots trade union officials when participating in negotiations, organizing and leading strikes in accordance with legal regulations.
