Challenges from broad management areas
From July 4, 2025, Nam Phuoc Commune Trade Union will receive and manage 20 grassroots trade unions with more than 5,300 workers, becoming one of the large-scale commune-level trade union units.
The challenge is that the headquarters is located in Nam Phuoc commune but must manage operations spanning three areas including Nam Phuoc, Duy Nghia and Thu Bon.
Due to operating according to the inter-commune Trade Union model, the unit is assigned to be the focal point for connecting, managing and coordinating trade union activities in all three areas above.
Not only facing geographical difficulties, the units are also not uniform in operating models, including self-reliant public non-business units, non-state enterprises, markets and especially 3 fishing trade unions. Each type has different production characteristics and care needs.
At the fishing trade unions, fishermen are completely dependent on sea trips, precarious incomes, and unstable trade union fees, affecting the maintenance of regular movement activities.
Ms. Lam Thi Vy - Chairwoman of Nam Phuoc Commune Trade Union, Da Nang City said: "Accessing 20 grassroots trade unions is a difficult problem for the Commune Trade Union when units have great diversity in types, from self-employed enterprises to trade unions. In particular, fishing trade unions have almost no stable source of income.
To solve this, initially we proactively coordinated with the Commune People's Committee to develop regulations on coordination with the Department of Culture - Society and Social Insurance to organize surveys and launches at enterprises. From there, the Trade Union promptly grasped the production situation, recorded difficulties and recommendations of the unit when implementing the new fund calculation model”.
Proactively taking care of the lives of union members
Nam Phuoc Commune Trade Union has proactively advised and signed regulations on coordination with the People's Committees of 3 communes. Strengthening connections with the Social Insurance agency, police and specialized departments to better manage labor relations. As of 2026, the Commune Trade Union has managed 2,924 union members, an increase of 917 people compared to the time of initial reception.
The work of caring for workers has been comprehensively expanded. The "Wings of Dreams - For the Future of Children of Union Members and Workers" Club is sponsoring 15 disadvantaged students with a total value of 90 million VND; the "Trade Union Pig Sharing" model provides timely support for cases of hardship.
For vulnerable workers in fishing trade unions, the Trade Union implements twinning between preferential grassroots trade unions and difficult units to support funding, donate national flags and sea accident insurance.
In particular, in health care work in 2026, the Trade Union has coordinated to organize more than 1,200 medical examinations, screenings and free medicine distribution with a value of over 700 million VND for workers. The "Labor Safety Culture in the Workplace" model for the period 2026 - 2030 has also been launched at enterprises.
