Struggling to complete procedures
Information about the CT3 Kim Chung social housing project about to receive documents for hundreds of apartments with an expected price of only 18.4 million VND/m2 on November 17 has given many worker families in Hanoi hope to settle down. However, the process of completing procedures to buy a house has confused many workers.
At the rental housing blocks near Thang Long Industrial Park, many workers said that they are looking into information, administrative procedures, and related documents to meet the conditions for buying social housing.
Sharing with reporters, Mr. Le Tan Manh - a worker in Thang Long Industrial Park - said: "Working in Hanoi for more than ten years, I have always wanted to have a small apartment to settle down. Although I have researched many projects, I find it very difficult to buy a house, especially for low-income people, the chance of winning the lottery to buy an apartment is not high. Even though we know that, my family still decided to try submitting the application this time".

Many workers said that they mainly research, refer to online and learn from the experiences of those who have bought a house in CT4 building before.
Even when you have a grasp of the process, completing the documents is still a arduous journey. Mr. Ta Ngoc Thao - a worker working in Thang Long Industrial Park - could not hide his concern: "To buy a house, we have to go through many procedures to confirm. Last time, I went to do the procedures from the 22nd but only received the application on the 29th. Now, they don't receive it directly but have to register online".
"I hope the investor will have a consulting location for those who want to buy, so that we know what documents need to be prepared," Mr. Thao expressed.
Competitive pressure
Mr. Tran Gia Tan (from Nam Dinh) has been renting a room near Thang Long Industrial Park for more than 6 years. His biggest concern is not the procedures, but "can I buy a house?". According to Mr. Tan, the competition at the CT3 project this time will be extremely fierce, completely different from the CT4 building before.

"Currently, real estate prices in the inner city and suburban areas are very high, so many people in other places, including those working in the city, have also switched to buying here. That creates great competition for direct workers nearby like us" - Mr. Tan commented.
This pressure is increased when information about speculators and brokers willing to spend hundreds of millions of VND to secure the house purchase and then resell for profit appears, losing the opportunities for people with real needs. However, many workers still affirm that they will complete the documents themselves and wait for the results transparently according to the correct process.
Taking advantage of the increased demand for housing of the people and the lack of information, some subjects have advertised for sale "diplomatic and internal" "internal" products on social networks, contrary to regulations.
The Hanoi Department of Construction strictly prohibits organizations and individuals from taking advantage of social housing policies and people's needs to collect money and deposits in violation of regulations. Any fraudulent acts when declaring and confirming the records of buying and renting social housing when discovered (including during the post-inspection process) will be handled according to current regulations.
