On February 27, 2025, the Prime Minister issued Decision No. 444/QD-TTg on assigning targets for completing social housing (NOXH) for the period 2025-2030. Quang Ninh province is assigned to complete 17,588 social housing apartments in the 2025-2030 period, of which 2,201 apartments must be completed in 2025.
By October 2025, the province had completed 1,758/2,201 units, reaching about 80% of the 2025 target. The province strives to complete 2,288 units in the fourth quarter of 2025, exceeding 104% of the target assigned by the Prime Minister.
Implementing Resolution No. 201/2025/QH15 of the National Assembly on piloting specific mechanisms and policies for the development of social housing, Quang Ninh has assigned investors to implement 4 projects with about 4,016 social housing units. At the same time, the Department of Construction is submitting to the Provincial People's Committee to assign investors 3 projects with 9,548 social housing units, and 5 projects under appraisal with 4,565 social housing units.
Ms. Nguyen Thi Hien, 50 years old, a worker at Ha Tu Coal Company, said: According to information from a project published in the press, the selling price of social housing ranges from 19-20 million VND/m2, about 3-4 million VND/m2 higher than the previous social housing project, but in return, buyers have more options thanks to projects being implemented simultaneously.
My previous social housing purchase was not eligible due to an income of more than 15 million VND/month. However, now, according to Decree 261/2025/ND-CP on income increase, single households with an average income of no more than 20 million VND/month can buy social housing. I am eligible to buy a house, creating opportunities for long-term stable housing".

Quang Ninh province currently has 18 social housing projects under implementation, of which 5 projects have been started and invested in construction such as:
The social housing project in Ha Khanh urban area, phase 1 (Cao Xanh ward) invested by FLC Group on an area of 2 hectares, including 3 9-storey buildings with 765 apartments, area of 50-70 m2/unit, is expected to complete the rough construction by the end of 2025 and provide housing in the first quarter of 2026.
The social housing project in the urban area of Cao Xanh ward, Ha Lam is implemented by Tu Liem Urban Development Joint Stock Company (Lideco), with an area of 1.5 hectares, a 19-storey apartment building with 850 apartments, expected to be put into use in the fourth quarter of 2027.
To complete the assigned targets, Quang Ninh province assigned the Department of Construction to preside over monitoring the progress, proposing to adjust the planning, publicizing the list of projects and beneficiaries, and reviewing convenient land funds for transportation, technical infrastructure - society.
For projects that have started construction, investors should focus resources to implement projects to ensure committed progress; People's Committees at the commune level where the projects are located regularly monitor and urge, periodically report the implementation progress of projects to the Provincial People's Committee on the 25th of each month through the Department of Construction to synthesize, monitor the general progress, analyze, compare implementation results with investment policies and update the implementation of housing development plans in the province.
