On March 18, many workers who used to work at Khai Hoan Export Wood Processing Joint Stock Company said that they had signed a collective complaint to send to functional agencies about the enterprise's delay in paying salaries and social insurance (SI) debt for a long time. This is an enterprise in Phan Thiet Industrial Park, located in Ham Liem commune, Lam Dong province.
Previously, Lao Dong Newspaper reflected the situation of workers repeatedly gathering in front of the company gate to request payment of owed salaries for those who have quit their jobs. Workers also requested businesses to fulfill their social insurance obligations to close books and ensure their rights when moving to new workplaces.
According to the inventory prepared by workers themselves, more than 40 people are owed salaries with a total amount of more than 450 million VND. Among them, there are cases of female workers being owed even maternity benefits.
Workers said that when working, they all sign full contracts and are deducted monthly social insurance contributions, but businesses still owe salaries and do not pay social insurance. Despite repeated reflections, their rights have not been resolved to date.
This situation makes life difficult for workers, and also affects social insurance participation at the new workplace because they have not been finalized. Some cases cannot even receive unemployment benefits as prescribed.
Previously, on December 17, 2025, the enterprise committed to spending 100 million VND/month to pay outstanding salaries, starting from December 31, 2025. At the same time, it committed to spending 50 million VND/month to handle social insurance debts in the order of employees resigning.
However, according to the reflection of Mr. Nguyen Ngoc Sam - who is owed 2.5 months' salary with an amount of more than 13 million VND, since the commitment, he has only received 2 money transfers at the end of December 2025 and the end of January 2026, each time 1 million VND. Since the Lunar New Year, he has not received any additional amount.
Faced with the above reality, workers proposed that functional agencies take strong measures to force businesses to fulfill their obligations and protect the legitimate rights of workers.
Ms. Tran Thi Thu Van - Chairwoman of Ham Liem Commune Trade Union - said that in necessary cases, the union will guide workers to file civil lawsuits to claim their rights.
Talking to reporters, Ms. Le Thi Theu - Deputy Director of the Department of Home Affairs of Lam Dong province - said that the unit had received a complaint from workers. After that, the Department established an inspection team and came to work at the enterprise twice. During the working process, there were minutes and requested the company to answer related issues.
The enterprise is located in an industrial park, so the authority to coordinate in resolving is not only the Department of Home Affairs but also other units. Currently, the Department of Home Affairs has sent a second document and is waiting for the company to report. If the company does not respond, the Department will ask for opinions and propose to the Provincial People's Committee a solution plan.
