Slow resolution of regimes for workers
Over the past time, workers have repeatedly come to Khai Hoan Export Wood Processing Joint Stock Company, located in Phan Thiet Industrial Park, Ham Liem commune, Lam Dong province, to request business leaders to pay the long-delayed salary arrears for employees who have quit their jobs.
In addition, employees request businesses to fulfill their social insurance obligations to close books and ensure their rights when transferring to work at other units.
On January 30, more than 20 workers continued to gather in front of the gate of Khai Hoan Export Wood Processing Joint Stock Company to demand wages. Ham Liem Commune Police were present to mobilize workers to maintain security and order, avoiding complicated situations.
Previously, on December 17, 2025, about 70 workers gathered in front of the company gate to request payment of salaries and finalization of social insurance books. Faced with the crowded situation, the Phan Thiet Industrial Park Management Board, Ham Liem Commune Police and representatives of the Lam Dong Provincial Labor Federation were present to grasp the situation, mobilize workers to remain calm and maintain security and order.
At the working session, functional forces worked with the business representative, Mr. Ngo Duc Dung, Chairman of the Board of Directors of Khai Hoan Export Wood Processing Joint Stock Company. The parties made a record and agreed on a plan to resolve the workers' petitions.
According to the minutes, the enterprise committed to pay 100 million VND per month to pay outstanding salaries to 70 workers, on the last day of each month, starting from December 31, 2025. Regarding social insurance debt, the company committed to pay 50 million VND per month to close social insurance books in the order of those who quit their jobs and quit first are resolved first.
Serious impact on workers' rights
Mr. Huynh Thanh Loi - one of the workers who are owed salaries - said that after the commitment minutes dated December 17, 2025, the enterprise has only paid twice. Each time, some people only received 1 million VND, some people about 700,000 VND, a very small amount compared to the actual owed salary.
According to Mr. Loi, he is currently working at a company in Ho Chi Minh City but cannot continue to participate in social insurance because Khai Hoan Export Wood Processing Joint Stock Company has not completed its insurance obligations, making it impossible to finalize the book.
According to research, previously the enterprise had a grassroots trade union. However, on October 23, 2025, the Lam Dong Provincial Labor Federation issued a decision to dissolve the grassroots trade union and terminate the operation of the grassroots trade union executive committee at this enterprise.
According to data from the social insurance agency, as of January 26, 2026, Khai Hoan Export Wood Processing Joint Stock Company is owing social insurance contributions of more than 5 billion VND, the late payment period lasts 31 months, directly affecting the rights of many workers.
Regarding workers' complaints, on January 5, 2026, Ms. Tran Thi Thu Van - Chairwoman of Ham Liem Commune Trade Union - said that although the enterprise has dissolved the grassroots trade union, the commune trade union still coordinates with functional agencies to protect the legitimate rights of workers.
In necessary cases, the commune trade union will guide workers to file civil lawsuits to protect their rights. A leader of the Department of Labor - Employment and Youth, Lam Dong Provincial Department of Home Affairs said that after receiving the complaint, the department worked with the enterprise and repeatedly reminded and urged the payment of wages to workers. However, at times, it was impossible to contact the company representative. Recently, on February 3, 2026, the Lam Dong Provincial Department of Home Affairs issued a document requesting Khai Hoan Export Wood Processing Joint Stock Company to report on the situation of wage payment to workers, and the deadline for submitting reports is before February 7, 2026.
