On the afternoon of July 9, at the Conference of Chairmen of the Vietnam Fatherland Front Committees (VFF) of provinces and cities (expanded), Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor expressed his opinion.
Mr. Nguyen Dinh Khang said that in May and June 2025, the Vietnam General Confederation of Labor issued 16 documents, including documents on finance and organization.
After having Regulation No. 301-QD/TW dated June 9, 2025 of the Secretariat on the functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee at the provincial and commune levels, the Vietnam General Confederation of Labor promptly issued Document No. 4251/TLD- ToC on guiding the implementation of a number of contents of Regulation No. 301-QD/TW.

The Vietnam General Confederation of Labor also issued instructions on the establishment of commune and ward trade unions. According to the instructions, communes and wards with developed industry and services, many union members, potential for socio-economic development, with 1,500 union members and 10 grassroots unions, and grassroots unions will establish commune unions. According to statistics from the Vietnam General Confederation of Labor, less than 700 communes and wards are eligible to establish commune-ward trade unions.
For communes and wards that are not qualified to establish trade unions, the following models can be chosen: Select 1 commune or ward with many union members or many grassroots trade unions established in commune trade unions to manage union members, grassroots trade unions, grassroots trade unions of their communes and wards, and at the same time manage the number of union members, grassroots trade unions, and grassroots trade unions of neighboring communes and wards according to the direction of the provincial labor federation.
Or the Provincial Federation of Labor assigns cadres of the union working committee in charge of the areas of communes and wards with grassroots unions and grassroots unions to manage, direct union activities and develop union members, establish grassroots unions and grassroots unions in communes and wards.
Mr. Nguyen Dinh Khang said that the Vietnam General Confederation of Labor designs a minimum of 3 positions, a maximum of 5 positions at the Commune and Ward Trade Unions.
Mr. Nguyen Dinh Khang also said that there are communes and wards that are eligible to establish trade unions, but there are also units with few union members, some units only have 70 union members.
In addition, the Vietnam General Confederation of Labor also instructed the Provincial Labor Federation to prepare a project, report to the Provincial Fatherland Front Standing Committee, and report to local Party committees to avoid any inconsistency in staffing between the locality and the Vietnam General Confederation of Labor.
