Slow to build bonus payment regulations
On June 30, 2024, the Government issued Decree 73/2024/ND-CP (referred to as Decree 73), stipulating the basic salary and bonus regime for cadres, civil servants, public employees, and armed forces.
According to this Decree, the bonus regime is built on the basis of outstanding work achievements and the results of annual task completion assessment and classification. The annual bonus fund is determined by 10% of the total salary fund.
The Department of Home Affairs has requested the Department of Finance to comment on the funding for implementing the bonus regime as follows: "Are agencies, units, and localities allocated funding to implement the bonus regime in 2024 or not; if so, what is the specific level of funding?"
On December 13, 2024, the Dak Lak Provincial Department of Finance responded in writing stating that currently, units have not yet developed specific regulations to implement the bonus regime.
Bonuses are only applicable to those on the payroll of agencies and units. However, due to the lack of regulations, the Department of Finance has no basis to advise the Provincial People's Committee to arrange funds to implement the bonus regime for the last 6 months of 2024.
A leader of the Department of Finance also said that in 2025, the budget for the bonus regime will be calculated and arranged in accordance with the provisions of Decree 73.
The leader of the Dak Lak Department of Finance admitted that Decree 73 will take effect from July 2024, but the relevant sectors and levels have been slow to implement it. "This process has shortcomings from many units. When there is no bonus regulation, the Department cannot disburse funds" - this person added.
Regarding this matter, the Department of Home Affairs has advised the Provincial People's Committee to authorize departments, branches, and People's Committees of districts, towns, and cities to issue regulations. The leader of the Department of Finance affirmed that if any unit promptly issues regulations, the department will be ready to provide funding.
According to the records, a leader of the district People's Committee said that on December 20, 2024, the district was authorized by the Chairman of the Provincial People's Committee to issue the bonus regulations. However, up to now, the unit has not yet developed the regulations and has not been allocated funds to implement the bonus regime in 2024.
Teachers waiting for bonus
Speaking to Lao Dong, a kindergarten principal in Krong Nang district, Dak Lak province said: “The school board has disseminated Decree 73 to teachers in the school and implemented the plan. However, due to the lack of specific instructions from higher authorities, the school is still confused. Many teachers are looking forward to this bonus to prepare for spending during the Lunar New Year.”
Similarly, a primary school teacher in Krong Nang district shared: “After Decree 73 came into effect, we really wanted to have more bonuses to prepare for Tet. Some colleagues in other provinces have received bonuses according to Decree 73, making us even more impatient and disappointed.”
Not only preschool and primary school teachers, many high school teachers in Dak Lak province are also looking forward to the bonus from this Decree but have not received it yet.
On the morning of January 11, the leader of the People's Committee of Buon Ma Thuot City (Dak Lak Province) said that the city has completed the bonus regulations, decided to allocate more than 20 billion VND and organized training to implement bonus payments according to Decree 73 for about 5,000 people.
Since October 2024, the city has held meetings to arrange funding to implement Decree 73. By December 20, 2024, after the Chairman of the Provincial People's Committee issued a document authorizing the development of bonus regulations, the city quickly deployed and completed the necessary procedures.
The funding source is allocated and supplemented by the People's Committee of Buon Ma Thuot city mainly from the salary reform source of the city budget in 2024."
