Dak Lak removes land procedures for workers with housing difficulties

Dak Lak has had many solutions to remove land procedures, support workers in housing difficulties to have new homes, and help them settle down and start a career.

On September 20, the Dak Lak Provincial Labor Federation said that from the beginning of 2026 to now, trade union levels in the province have supported the construction of 22 "Trade Union Homes" for union members and workers in difficult housing circumstances, helping many people stabilize their lives.

However, there are still many union members who are eligible but cannot access support sources because they have not been granted a Certificate of Land Use Rights or have not completed procedures for changing land use purposes. The cost of carrying out these procedures is also an obstacle for workers in difficult circumstances.

Mr. Bui Ngoc Luan, Chairman of the grassroots Trade Union of Semco Phu Yen Co., Ltd. (under Dong Hoa Ward Trade Union), proposed that the province have solutions to remove obstacles related to land, especially supporting the confirmation of land use origin, shortening the time for issuing certificates, changing land use purposes and researching appropriate support mechanisms for union members facing housing difficulties.

Regarding this issue, a representative of the Dak Lak Provincial Land Registration Office said that the province has implemented many solutions to simplify land procedures and create conditions for people to access housing policies.

Specifically, Decision No. 57/2026/QD-UBND dated July 1, 2026 stipulates that commune-level People's Committees are responsible for confirming the origin, current status of land use, dispute status and conformity with planning for cases that need to be determined to carry out land procedures.

The time for resolving land registration procedures and issuing Certificates of first-time land use rights is regulated to be no more than 20 working days. For procedures for allowing land use purpose conversion to implement projects. In which, there are social housing projects for workers, the implementation time is no more than 15 working days.

In addition, Decision No. 37/2026/QD-UBND stipulates that the land allocation limit for residential land for individuals in rural areas is no more than 400m2, in urban areas no more than 300m2; and at the same time, there is a mechanism to handle narrow, interspersed land plots to prioritize land allocation for housing.

The above solutions aim to promote administrative reform, reduce compliance costs and create conditions for union members and workers in difficult circumstances to access housing support policies.

Through this, the "Trade Union Shelter" program contributes to helping workers settle down, while implementing the goal of sustainable poverty reduction, eliminating temporary and dilapidated houses in the province.
