Along with that to ensure the rights of health insurance participants and maintain continuous and smooth health insurance medical examination and treatment before, during and after administrative units are organized according to the 2-level model, the Social Insurance of Region I requests the Hanoi Department of Health to urgently grant licenses for medical examination and treatment and grant medical examination and treatment facilities to health stations and health stations under commune and ward health stations.
Announce the list of new commune and ward health stations and affiliated health stations that receive initial health insurance cards for medical examination and treatment registration, along with the number of cards allocated to each facility as prescribed in Clause 2, Article 14 of Circular No. 01/2025/TT-BYT dated January 1, 2025 of the Ministry of Health.
After completing the licensing of operations and regulating the initial registration cards for commune and ward health stations, the Department of Health is requested to immediately notify the Social Insurance of Region I to direct the Social Insurance of districts, towns and inter-districts to organize the signing of health insurance-based health insurance contracts with new health stations and transfer the initial health insurance registration places for subjects currently registered at commune, ward, town health stations and clinics under existing health centers.
To ensure that health insurance benefits are not interrupted during the transition period, based on point 7, Section 5 of Official Dispatch No. 3695/UBND-SNV of the City People's Committee, the Department of Health is requested to notify the list of health centers to continue operating medical examination and treatment to maintain the health insurance treatment contract.
Because the number of initial registration cards at commune-level general clinics and health stations is very large, it is recommended that the Department of Health study the keeping of the codes and names of health insurance treatment facilities when converting the model, in order to minimize disruption in the registration of initial treatment facilities for people.
Direct medical facilities to ensure full benefits for health insurance patients. In case the health insurance participant's address and initial health insurance registration information on the card has not been adjusted, it is recommended to direct health insurance facilities to continue to resolve health insurance health insurance benefits for patients.
If medical facilities encounter problems in the process of resolving health insurance benefits, they need to promptly report to the Department of Health and Social Insurance of Region I for coordination in handling.
