Accordingly, from June 1, 2025, the Social Insurance Agency (SI) will only issue new paper health insurance cards for cases that cannot install digital social insurance (VssID) applications, electronic identification (VneID) and do not have a citizen identification card (CCCD) with a chip.
In the remaining cases, the Social Insurance agency will instruct them to install VssID and VneID applications and use health insurance card images on applications and ID cards with chips to go for medical examination and treatment instead of paper health insurance cards. This is the guidance of Vietnam Social Insurance in Official Dispatch No. 168/BHXH-QLT sent to Social Insurance of regions; Social Insurance of provinces and centrally run cities on the use of health insurance card blanks from June 1.
Specifically, according to Decision No. 391/QD-BTC dated February 26, 2025 of the Ministry of Finance (effective from March 1, 2025) stipulating the functions, tasks, powers and organizational structure of Vietnam Social Insurance under the Ministry of Finance, the Director of Vietnam Social Insurance is responsible for organizing and arranging for units under and directly under Vietnam Social Insurance to operate under the new model within a maximum period of 3 months from the effective date of this Decision.
In order to ensure the rights of health insurance participants during the organization, reorganize units to operate according to the new model and implement thrift and anti-waste, Vietnam Social Insurance requires regional Social Insurance and social insurance of provinces and cities to continue using old health insurance card blanks until May 31, 2025.
From June 1, 2025, for cases of requesting reissuance or reissuance of health insurance cards, social insurance officers are required to directly instruct participants to install the VssID application, VneID application and instruct them to use images of health insurance cards on VssID, VneID, CCCD with chips to go for medical examination and treatment instead of paper health insurance cards. Only issue new paper health insurance cards for cases where VssID, VneID cannot be installed and there is no chip-embedded ID card.
