Contributing opinions on the Draft Charter of the Vietnam Trade Union (amended and supplemented), the Tuyen Quang Provincial Labor Federation proposed to supplement the model of regional trade unions and industrial park trade unions according to the model of upper-level grassroots trade unions directly managing.

Participating in contributing opinions to the Draft Charter of the Vietnam Trade Union (amended and supplemented), the Tuyen Quang Provincial Labor Federation basically agreed with the layout and structure of the draft.

For the system of Trade Union organizations at all levels (Article 9), the Tuyen Quang Provincial Labor Federation proposed not to list "commune, ward, and special zone trade unions" in the system of Trade Union organizations at all levels.

According to the Tuyen Quang Provincial Labor Federation, this upper-level grassroots trade union model is not consistent with regulations on 2-level local government, when communes, wards, and special zones are grassroots levels.

Therefore, the unit proposes to supplement the model of regional trade unions and industrial park trade unions according to the model of upper-level trade unions directly managing and directing grassroots trade unions in the area, including nearby communes and wards in order to reduce the number of grassroots trade union focal points in communes and wards.

Accordingly, there are communes and wards with a large number of grassroots trade unions, while many other localities do not meet the conditions for establishment.

It is necessary to have guidance on implementing detailed regulations on conditions for establishing industrial park trade unions and regional trade unions according to criteria such as the number of union members and the number of grassroots trade unions.

According to this unit, in the current context, the requirement to strengthen dialogue, promote grassroots democracy and improve management efficiency in the public sector makes the role of the Trade Union organization increasingly important.
