On the afternoon of June 18, the Ministry of Public Security coordinated with the Vietnam General Confederation of Labor (VGCL) to organize a conference to discuss and reach a consensus on the project to reorganize and reorganize the trade union model in the People's Public Security in the spirit of Resolution No. 60-NQ/TW of the Party Central Committee.
According to the project, the proposed plan to build a model of trade union organization in the People's Public Security is as follows: At the end of the grassroots trade union activities, the Executive Committee, the Standing Committee, and the inspection committee of grassroots trade unions receive 100% of the state budget salary, including:
Number of grassroots trade unions: 211 grassroots trade unions (including 10 grassroots trade unions under the People's Public Security Trade Union and 201 grassroots trade unions under the grassroots trade unions directly above the grassroots level) and 15,368 union members.
Along with that, end the activities of 12 trade unions at the grassroots level and the Trade Union Board at the grassroots level.
In addition, reorganize and restructure the trade union organization in the People's Public Security. The subjects of the gathering are union officials; cadres, soldiers, workers, and laborers who do not receive 100% of their salaries from the state budget and are working in agencies, units, enterprises, and public service units in the People's Public Security. Number of 21,608 union members.
lowering the grassroots trade unions directly above the grassroots level (for units with enterprises and affiliated public service units, where there are party organizations directly above the grassroots level) to the grassroots level (assigned authority at the grassroots level), including 11 units; continuing to maintain the activities of grassroots trade unions at the enterprise level, public service units under the People's Public Security Trade Union, including 6 units; continuing to maintain the activities of grassroots trade unions with affiliated public service units, reviewing the end of union activities for union members receiving 100% salary from the State budget, including 9 units...
In addition, the organizational system includes 2 levels: the People's Public Security Trade Union and the grassroots level.
Commenting on the project, Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor highly appreciated the proactiveness of the People's Public Security Trade Union and the Department of Political Affairs in developing the project.
Mr. Nguyen Xuan Hung agreed on the subject of gathering union members as in the project. Regarding the organizational model, Mr. Nguyen Xuan Hung agreed that the project includes 2 levels: the People's Public Security Trade Union and the grassroots level.
Mr. Nguyen Xuan Hung also suggested that after the project was approved, it is recommended to urgently develop functions and tasks of regulations and rules to put them into operation immediately; make decisions to dissolve and rearrange units as in the project; do a good job of handling financial and asset work; hand over records and documents for storage in accordance with regulations...
Speaking at the conference, Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor, assessed that the arrangement of the People's Public Security Trade Union took place very smoothly and proactively because there was a lot of experience in streamlining the apparatus. The project has been discussed by the two agencies and consulted with the units.
Mr. Nguyen Dinh Khang expressed his agreement with the project, which stipulates that for units that do not receive 100% of their salary from the State budget, there will be labor contracts, work contracts, and labor relations, so there needs to be a Trade Union organization to protect workers.

Mr. Nguyen Dinh Khang suggested that for dissolved trade union units, they should pay attention to receiving and handing over finance, assets and documents. At the same time, they expressed their hope that after this meeting, the progress will be accelerated and the project will be completed soon. Mr. Nguyen Dinh Khang also hopes that the Ministry of Public Security will continue to accompany the Vietnam General Confederation of Labor in the coming time, especially in the issue of worker security...
Speaking at the conference, Senior Lieutenant General Tran Quoc To - Member of the Party Central Committee, Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security said that the project was chaired by the Department of Political Affairs, in coordination with units under the Vietnam General Confederation of Labor, and had opinions from units under the Ministry of Public Security.
Senior General Tran Quoc To praised and acknowledged the Department of Political Affairs for coordinating with agencies under the ministry in developing the project; thanked the General Confederation's consulting units for their enthusiasm and responsibility in helping develop the project.
According to Senior Lieutenant General Tran Quoc To, at the conference, all opinions basically agreed with the content of the draft.
