On June 13, the Party Committee of Phu Yen Provincial People's Committee submitted a document to the Standing Committee of the Provincial Party Committee to ask for opinions on the plan to arrange and assign cadres, civil servants and public employees (CBCCVC) to work at facility 2 (currently located in Tuy Hoa City) after merging with Dak Lak province.
According to the content of the submission, on June 9, the Provincial People's Committee met and agreed on the number and structure of civil servants and public employees working at the second facility of specialized agencies under the Provincial People's Committee, the Party bloc, mass organizations and the Vietnam Fatherland Front of the province.
On that basis, the Standing Committee of the Provincial People's Committee's Party Committee reported and proposed that the Standing Committee of the Provincial Party Committee consider the plan to arrange each department and branch with 1 deputy leader working at the second facility to be in charge of operating and directing the group of civil servants and public employees here; at the same time, participate in receiving citizens periodically for departments with many departments working at this facility.
The staff working as clerks, accountants, treasurers, general administrative... at the office department will not be arranged at the second facility. If it is necessary to arrange civil servants, the ratio must not exceed 50% of the current number (except for some specific fields such as the Department of Agriculture and Environment; Department of Home Affairs - the department of meritorious people, building the government to prepare for the election).
In particular, units with specific characteristics such as the Provincial Inspectorate, the Market Management Department, the Forestry Department, the Department of Fisheries and the public service units under the department will arrange from 90-100% of civil servants and public employees at the second facility.
If implemented according to this plan, the whole Phu Yen province is expected to have 1,231 civil servants and public employees working at the second facility (including the State and Party sectors), and 516 civil servants and public employees working at the new Administrative Center in Dak Lak province.
The report also stated that when the new Administrative Center comes into stable operation, ensuring adequate infrastructure, headquarters, equipment, transportation and information technology conditions... all cadres, civil servants and public employees at the second facility will gradually be transferred to the provincial administrative center; the operations of facilities 2 will end (except for specialized departments).
After merging the entire natural area and population of Phu Yen province and Dak Lak province, the new province named Dak Lak has an area of over 18,000km2, with a population of about 3.3 million people. The administrative center is located in the old Dak Lak province.
