Official dispatch 03/CV-BCD in 2025 orients a number of tasks to reorganize administrative units and organize local governments at two levels; on the organization of the apparatus, cadres, civil servants and public employees when implementing the arrangement.
Sub-section 2.2 Section 3 of Official Dispatch 03/CV-BCD in 2025 stipulates the orientation for arranging cadres and civil servants at the new commune level as follows:
- Based on practical conditions and standards, capacity of cadres, civil servants and officials of the district and cadres and civil servants of the current commune level, the Standing Committee, the provincial People's Committee shall consider and decide the arrangement and arrangement of cadres, civil servants and public employees at the new commune level as decentralized.
- District and commune-level cadres, civil servants and public employees, when assigned to leadership and management positions at new commune-level administrative units, will continue to hold the current leadership position allowance for 6 months from the date of the decision; then implement according to the new regulations of the Government.
In case civil servants, professional and technical staff are appointed to leadership and management positions at the new commune-level administrative unit, the leadership position allowance level has not been temporarily applied and will be implemented when there are regulations by the Government on the leadership and management position allowance coefficient.
