Businesses find it difficult to stabilize human resources
In Can Tho, the shortage of unskilled labor is taking place silently but for a long time. Ms. Tran Thi Thanh Binh - Chairwoman of the grassroots Trade Union of Hao Tan Co., Ltd. - informed that the recruitment demand of businesses is still maintained, but mainly supplementary.
The company does not have the need to massively recruit dozens or hundreds of workers at the same time. Mainly, if someone quits, they will compensate, so recruitment activities take place continuously, but the number each time is not much" - Ms. Binh said.
According to Ms. Binh, the specific nature of the garment industry requires both general labor and skilled labor. However, the source of skilled labor is currently very scarce because most of them have stabilized their jobs. Therefore, businesses are forced to recruit general labor and organize retraining.
The average training time is about 3 months, but not everyone is attached for a long time. Some people try out and then quit, some people work for a while and then move out, causing recruitment to always be in a state of "in - out" continuously" - Ms. Binh shared.
Notably, not only skilled labor, even unskilled labor is no longer as abundant as before. According to records from businesses, in the past 2-3 years, especially since the COVID-19 epidemic, the number of job seekers has decreased significantly.
“Previously, it was easier to recruit, but now only a few people come to apply for jobs from time to time,” Ms. Binh said. Most of the company's workers are local people, while attracting workers from other provinces is almost negligible.
Regarding the recruitment method, businesses currently mainly hang notice boards at the company and through internal introductions between workers. This approach meets the current recruitment needs, because businesses do not have a need for sudden expansion.
Meanwhile, in Bac Ninh, Ms. Vu Thi Cuong - Deputy Head of Recruitment Department of Seojin Vina Co., Ltd. - said that the enterprise plans to recruit about 2,000 general workers to serve 4 factories. Basic salary is over 7 million VND/month, not including bonuses and overtime. For workers with skills, knowing foreign languages or operating modern equipment, income can exceed 20 million VND/month. However, recruiting enough personnel is still a big challenge.
“Human resource competition is currently very fierce. In addition to posting recruitments on the Internet, the company must participate in job fairs and job fairs to find candidates” - Ms. Cuong informed.
Workers are not ready in terms of skills
Regarding the speed of accessing human resources, Nguyen Hai Minh, Vice President of the European Business Association in Vietnam, said that in case businesses need to expand production in a short time, finding and recruiting workers still takes a lot of time and costs.
Next, he pointed out the gap between training and actual needs. Workers may be ready in quantity but not really ready in skills. Therefore, businesses must reinvest and spend a lot of time on this retraining.
From the above context, according to him, the deployment of the National Job Exchange is a step highly appreciated by this association. When developed in the right direction, this platform can play a breakthrough role as an important infrastructure of the labor market, this is a great achievement in the digitalization process of the Vietnamese Government.
According to him, this infrastructure will help connect labor supply and demand effectively, reducing recruitment time and costs for businesses. Along with that, the exchange will contribute to increasing the transparency of the labor market and help businesses access workers and vice versa with timely information.
We also understand that this platform is interconnected with the National Data Center. Thus, transparency is further enhanced. More importantly, if integrated and exploited well, this platform can become a data tool and support management agencies in forecasting labor demand" - Mr. Minh said.
