Criteria for moral qualities, awareness of discipline and order in performing tasks and public duties
Regarding politics, ideology, ethics, lifestyle, sense of responsibility, working style and awareness of organization and discipline, implementation of public service culture (according to Decision 1847/QD-TTg dated 2018 dated December 27, 2018 of the Prime Minister approving the Project on public service culture).
Criteria on professional and technical skills and competence; ability to meet requirements on progress, time, quality of performing tasks and public duties regularly and suddenly

Note: the subjects of application of Instruction 01/HD-UBND in 2025 are civil servants, public employees and workers who are subjects of regulation of Decree 178/2024/ND-CP and Decree 67/2025/ND-CP under the management of agencies, organizations and units under the Hanoi City government.
