On April 24, the People's Committee of Da Nang City announced that it had submitted a draft resolution to abolish Resolution No. 02 on regulations on additional support for cadres, civil servants, public employees, and workers who quit their jobs during the process of restructuring the administrative apparatus.
Resolution No. 02 was issued based on Decree 178, which stipulates additional support from 25% to 100% of the central support level, depending on each group of subjects. The initial purpose of Resolution 02 is to encourage and motivate the spirit of cadres and civil servants in the process of streamlining the apparatus. However, since March, Decree 67 has come into effect, amending and supplementing a number of articles of Decree 178.
Therefore, the repeal of Resolution 02 is to ensure consistency with the new regulations of the Central Committee. Currently, the draft resolution to abolish the ban is being considered by the City People's Council. Although the city's additional support policy will stop, officials who received support before Decree 67 took effect will still have their rights guaranteed.
Previously, in February, the People's Council of Da Nang City passed 2 Resolutions on support policies for cadres, civil servants, public employees, and workers (CBCCVCNLD) due to the reorganization of the apparatus and support for cases of non-re-election, reappointment, and wishes for early retirement, as well as cadres who quit their jobs and retire according to their wishes in the period of 2025-2030.
In addition to the support policies according to the Central Government's regulations, Da Nang decided to provide additional support at one time, with a level of 25% to 100% of the support level stipulated in Decrees 177 and 178 of the Government.
