At the Conference on developing union members, establishing grassroots trade unions in the first 6 months of 2026 and adjusting targets for 2026 organized by the Vietnam General Confederation of Labor on July 3, Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor emphasized that the work of developing union members and establishing grassroots trade unions continues to be a key task, of strategic significance for the development of the Vietnam Trade Union organization in the new period.
According to Mr. Hung, the process of arranging the organizational structure, restructuring enterprises, the strong development of the private economic sector, foreign-invested enterprises, along with the trend of digital transformation, green transformation and the emergence of new job models are rapidly changing the labor structure and labor relations.
In that context, developing union members is not only increasing in quantity, but more importantly, building truly strong grassroots trade unions that operate effectively, creating trust for workers to voluntarily participate and stick with the trade union organization," Mr. Hung said.
Mr. Nguyen Xuan Hung said that in the past time, the Vietnam General Confederation of Labor has adjusted the targets for developing union members and establishing grassroots trade unions for the term according to the Resolution of the 14th Congress and based on the actual situation. The assignment of targets to localities and sectors is implemented in a direction suitable to the actual conditions of each unit.
Notably, the Vietnam General Confederation of Labor is drastically directing localities, especially places with a large concentration of industrial parks, businesses and workers, to implement solutions to establish industrial park trade unions.
This is identified as one of the important and effective solutions to expand the scope of union member gathering, especially in foreign-invested enterprises (FDI).
According to the Vice President of the Vietnam General Confederation of Labor, the project to establish industrial park trade unions is being completed for submission to competent authorities for consideration. It is expected that each locality will have at least one industrial park trade union, and large-scale localities can establish up to six units, suitable for the current organizational structure and staffing conditions.
To complete tasks in the last 6 months of the year, he proposed that trade union levels continue to identify developing union members and establishing grassroots trade unions as regular tasks; strongly shift from a quantitative development mindset to sustainable development, taking the quality of grassroots trade union activities and the satisfaction of union members as a measure of effectiveness.
Along with that, it is necessary to promote digital transformation in the management of union members, businesses and workers; link union member development work with Party building in the working class; and at the same time require trade union presidents at all levels to directly direct, inspect and be responsible for the results of implementing assigned targets.
Each unit must clearly answer three questions: Where is the development source, who is responsible for implementing it and with what solutions to complete the targets. Each level of trade union must turn goals into actions, turn targets into specific results, turn determination into practical products," Mr. Nguyen Xuan Hung emphasized.
Regarding the project to establish industrial park trade unions, Mr. Thach Van Chung - Chairman of Bac Ninh Provincial Labor Federation said that the Provincial Labor Federation proposed to establish 7 industrial park trade unions, not to increase focal points but to restructure the organization according to practical requirements after arranging administrative units.
He explained that the province will reduce the number of commune and ward-level trade unions and switch to establishing industrial park trade unions, so the total number of focal points does not change, still ensuring streamlining the apparatus.
Bac Ninh does not request to increase organization but only adjusts the structure to suit the characteristics of industrial development of the locality. If only 2-3 industrial park trade unions are established, it will not meet practical requirements and it will be difficult to cover all industrial parks in the area," Mr. Chung proposed.
The Chairman of the Bac Ninh Provincial Labor Federation expressed his wish that the Vietnam General Confederation of Labor soon approve this model so that the locality has a basis for synchronous deployment, improving the efficiency of union member gathering and building trade union organizations in industrial parks.
Reporting on the results of union member development, establishment of grassroots trade unions, and training and introduction of outstanding trade union members to the Party in the first 6 months of 2026, Mr. Tong Van Bang - Member of the Standing Committee, Head of the Labor Relations Department of the Vietnam General Confederation of Labor said that in the first 6 months of 2026, the entire trade union system has admitted 688,897 trade union members, and established 3,173 grassroots trade unions and professional unions.

Regarding the results of introducing outstanding trade union members to the Party:
Trade union levels continue to promote propaganda and political and ideological education; discover and foster outstanding union members to introduce to the Party for consideration and admission. In the first 6 months of 2026, trade union levels introduced 25,599 outstanding union members to the Party for consideration and fostering for admission (reaching a rate of 42.9%).
Workers in non-state-owned enterprises introduced to the Party: 11,527 outstanding trade union members; Trade union officials in non-state-owned enterprises introduced to the Party: 5,635 outstanding trade union officials;
The total number of outstanding trade union members admitted in the first 6 months of 2026 is 9,613 trade union members.
For Workers' Month 2026 alone (the peak month), trade union levels have introduced 7,987 members to the Party for consideration and fostering for admission; 3,967 outstanding trade union members were admitted to the Communist Party of Vietnam...
