Land will be reclaimed after the project is not implemented
On March 1, the People's Committee of Dong Nai province decided to approve Pou Chen Vietnam Co., Ltd. to extend the land use period to 24 months to implement the investment project to expand production, production service areas and workers' housing with an area of 43,483.2 m2 of land in Hoa An ward, Bien Hoa city.
The decision was signed by Vice Chairman of Dong Nai Provincial People's Committee Nguyen Thi Hoang on February 27, 2025.
According to the decision, the responsibility for implementation is for Pou Chen Vietnam Co., Ltd. to urgently complete the procedures and deploy the construction of the project in accordance with the approved and extended schedule; Develop a plan to implement the investment project to expand production, production service areas and workers' housing in Hoa An ward, Bien Hoa city on schedule, etc.
Dong Nai Provincial People's Committee assigned the Department of Natural Resources and Environment to coordinate with Bien Hoa City People's Committee to closely inspect and supervise the implementation of the investment project to expand production, production service area and workers' housing in Hoa An ward, Bien Hoa city invested by Pou Chen Vietnam Co., Ltd. during the extension period of land use.
After the extension period, if Pou Chen Vietnam Co., Ltd. has not put the land into use, has not built the items of the investment project to expand production, the production service area and workers' housing in Hoa An ward, Bien Hoa city according to the approved schedule, the Department of Natural Resources and Environment is assigned to prepare procedures to advise the Provincial People's Committee to reclaim land without compensation for land, assets attached to land and remaining land investment costs according to the provisions of Clause 8, Article 81 of the 2024 Land Law.
9 years without building workers' housing
Previously, Conclusion No. 09/KL-TT dated December 26, 2023 of the Inspectorate of the Department of Natural Resources and Environment of Dong Nai province on compliance with the law on land, water resources and environmental protection at Pou Chen Vietnam Co., Ltd. (term 2021 - 2022) pointed out the existence of limitations in the slow implementation of the project.
On February 4, 2012, the Provincial People's Committee signed Decision No. 366/QD-UBND, approving local adjustments to the detailed construction planning... In which, approving the project implementation progress, the construction of "workers' housing, kindergartens, other works and completing the technical infrastructure system of the entire project" in the second quarter of 2012 - 2014 will be completed.
Up to now, the nursery has been completed and put into use; the housing project for workers until the time the Inspection Team worked (more than 9 years) but the company has not yet implemented the investment in the construction of this project item.
The Inspectorate of the Department of Natural Resources and Environment of Dong Nai province requested Pou Chen Vietnam Co., Ltd. to quickly deploy investment in the item "workers' housing and other works, complete the project's technical infrastructure system" within the prescribed time (if the project implementation time is extended).
Pou Chen Vietnam Co., Ltd., specializing in sports shoe production, at the time of inspection, the company had nearly 15,000 employees and workers.
