Find solutions to overcome difficulties
The People's Committee of Bac Ninh province has just issued a plan to manage socio-economic growth in the first quarter of 2025.
One of the tasks set by the People's Committee of Bac Ninh province is to focus on advising on removing difficulties and obstacles related to workers' housing projects and social housing for workers in order to promote the development of social housing, especially workers' housing in industrial parks.

According to the reporter's investigation, on January 9, Lan Hung Group Joint Stock Company and Viglacera Infrastructure Development Investment Company sent an official dispatch to the People's Committee of Bac Ninh province regarding support in removing obstacles in social housing projects and worker housing projects in the province regarding removing difficulties in expanding the subjects eligible to buy, rent, and rent-purchase for social housing projects that have signed project contracts with land use and approved investment policies.
After that, the Chairman of the People's Committee of Bac Ninh province issued a document assigning relevant departments and branches to review, evaluate the overall situation and propose solutions on common mechanisms and policies to remove difficulties in expanding the scope of buyers, renters and hire-purchasers for social housing projects in the province, and report to the People's Committee of the province no later than February 25, 2025.
Current status of 2 projects
According to Lao Dong reporters, the Lan Hung workers' housing project (Thuan Thanh town, Bac Ninh) invested by Lan Hung Group Joint Stock Company, was built in 2019, with a total investment of over 920 billion VND.
The project has completed 2 buildings with a total of nearly 700 apartments, but the number of apartments sold is very low, the reason is that they are only sold to workers in Thuan Thanh town.
Mr. Vuong Quoc Toan - Chairman of the Board of Directors of Lan Hung Real Estate Group Joint Stock Company - said that there are many low-income people, military officers, police officers and workers in neighboring districts and towns who want to buy houses in the project but are not eligible to buy according to regulations, while many apartments in the project are unsold.
"That is a paradox," said the representative of the investor of Lan Hung project, who hopes to expand the target group of home buyers in the project to the 10 groups specified in Decree 100.

Similar is the Viglacera Yen Phong worker housing project invested by Viglacera.
The investor representative said that the biggest problem is that the conditions for buying a house are only for workers in industrial parks. Meanwhile, the majority of workers are from other provinces, have unstable residence, and often move and change jobs.
Bac Ninh is a locality with positive results in social housing construction. A recent report from the Ministry of Construction said that the province has completed and is working on 31 projects, with 22,000 apartments. The province has set a short-term goal of completing about 21,000 apartments by 2025.
