Many people quit their jobs and switch to private health care
According to statistics from the Gia Lai Provincial Department of Health, in 2021, the entire medical sector recorded 110 cases of resignation, of which 38 people voluntarily applied for leave (including 18 doctors) and 11 cases were disciplined and forced to quit their jobs (10 doctors).
In the first 6 months of 2022, there were 23 more cases of joblessness, including 6 doctors. 14 officials (including 4 doctors) resigned and 2 people were forced to resign under disciplinary action.
The main reason is that many health workers shift to work at private health facilities, where salaries and benefits are more attractive. This leads to a shortage of skilled and experienced doctors in many public hospitals such as the Mental Hospital, Labor and Lung Hospital, Traditional Medicine and Rehabilitation Hospital...
In addition, the number of patients coming for examination and treatment at district hospitals has decreased sharply, causing a decrease in revenue and not enough to cover expenses. Faced with financial pressure and an unattractive working environment, many doctors accept discipline to work in the private health sector.
issuing new policies to retain and attract doctors
Faced with the shortage of public health human resources, the Gia Lai Provincial People's Council issued Resolution No. 103/2024/NQ-HDND - an important policy to attract and retain qualified doctors.
According to the resolution, from 2025 to 2030, doctors working at public health facilities in the province will receive monthly support from 1.2 to 1.5 million VND/person. This support is paid at the same period as the salary, not included in the income subject to social insurance and health insurance, will contribute to improving actual income, creating motivation for doctors to feel secure in staying long-term.
For newly recruited doctors, in addition to specialized requirements suitable for job positions and development orientations of the provincial health sector, they must commit to working at least 5 years at the unit. At the same time, they will receive one-time support according to their professional qualifications: Doctorate 500 million VND/person; Doctorate II 400 million VND/person; Master, Doctorate I, Doctorate 300 million VND/person.
Mr. Ly Minh Thai - Director of the Gia Lai Provincial Department of Health affirmed that Resolution 103 is a humane policy, demonstrating the province's determination to improve the quality of medical examination and treatment: "The attractive level of support will help doctors stabilize their lives and feel secure in their long-term contributions. Thereby contributing to improving the quality of service to the people".
In addition to the existing human resource retention policy, the Gia Lai health sector also aims to recruit 1,435 more civil servants in the coming time. At the same time, the province also promotes the socialization of healthcare, encourages the development of private healthcare and strengthens public-private cooperation on the principle of transparency, regardless of public or private in the provision of health care services.
The Gia Lai health sector also sets specific targets: By 2025, 100% of commune health stations will have doctors working. The rate of doctors will reach 9 people/10,000 people in 2025 and 10 people/10,000 people in 2030; The nursing rate will reach 22 people/10,000 people in 2025 and 25 people/10,000 people in 2030. Gia Lai is gradually building a public health system to ensure the quality of health care for the people, while creating a stable working environment for the health sector.
