To proactively control, prevent and minimize the level of pollution and adverse impacts of this pollution, the Ministry of Agriculture and Environment recommends that ministries, corporations and corporations focus on directing and implementing drastic emergency measures.
In particular, the Ministry of Industry and Trade is required to direct the Corporations, Corporations, investors of thermal power plants, steel plants, chemicals, fertilizers, etc. in the Northern region: Review and ensure that emission treatment systems are operated, operate effectively, and achieve high efficiency at this time; absolutely do not discharge untreated waste into the environment in any case; Research and apply a plan to regulate, reduce operating capacity or postpone major maintenance and repair schedules (if any) during the days with a pollution warning at the "Very Bad" level (VN_AQI > 200) to reduce the emission load on the environment.
For the Ministry of Construction, the requirement is to direct the Project Management Boards, investors and contractors for key construction and transportation works to strictly implement measures to ensure environmental hygiene during construction ( Shielding, car washing, fog spraying to remove dust...); coordinate with relevant agencies to consider temporarily suspending construction items that generate large dust (dismantling, digging, leveling) during days when air quality is at "Dangerous" level. At the same time, coordinate with localities to organize reasonable traffic flow in inner-city areas and urban gateways to limit traffic congestion leading to local pollution.
On the side of the Ministry of Public Security, the unit needs to direct the traffic police force to strengthen inspection and handling of vehicles carrying construction materials that do not cover or drop materials; vehicles that have passed their term and emitted black smoke when participating in traffic, causing environmental pollution.
At the same time, medical facilities and media agencies in the industry are recommended to promote guidance for people on health care, especially for sensitive groups during days of high pollution.
The Ministry of Agriculture and Environment also requested the Groups and Corporations to direct member units, facilities and factories located in the Hanoi city area and neighboring provinces to immediately implement solutions such as ensuring effective operation of the factory's emission treatment system, proactively adjusting the factory's production plan, controlling dust distribution and monitoring automatic and continuous emission monitoring data.
