Ms. Phan Thi Thuy Linh - Vice Chairwoman of the Vietnam Fatherland Front Committee of Da Nang City, Chairwoman of the Da Nang City Labor Federation, National Assembly deputy, is an official delegate attending the 11th Congress of the Vietnam Fatherland Front, answering an interview with Lao Dong Newspaper before the Congress.

Madam, please tell us about the contributions of the Da Nang City Trade Union organization in the Front bloc in the past time?
- In the past time, the Da Nang City Trade Union organization has made many outstanding contributions in the Front bloc and socio-political organizations, through many practical and effective activities, contributing to caring for the lives of workers, consolidating the great national unity bloc and making positive contributions to the socio-economic development of the city.
Thereby, affirming its role as a reliable bridge between the Party, government and union members and workers; making an important contribution to stabilizing labor relations, ensuring social security and promoting socio-economic development of the city. In 2025 and the first quarter of 2026 alone, the City Labor Federation has spent nearly 130 billion VND to care for union members and workers.
The city's Trade Union also actively participates in social security activities, showing responsibility in the Front bloc. The City Labor Federation has organized sisterhood with Phuoc Tra commune, awarded 100 gifts worth 50 million VND to households in difficult circumstances and mobilized an additional 50 million VND from businesses to support the locality.
The Trade Union Shelter Fund continues to be effective with a plan to support 60 shelters for union members in housing difficulties in 2026. Preferential loan programs for officials, civil servants and employees with a total capital of 185 billion VND have contributed to improving the lives of thousands of union members.
Madam, please tell us the direction of activities of the Da Nang City Trade Union in the coming time?
- Da Nang City Trade Union continues to strongly innovate the content and methods of operation, towards grassroots levels, taking union members and workers as the center, in order to effectively perform the role of representing, caring for and protecting the legitimate and lawful rights and interests of workers in the new situation.

The work of representing, caring for, and protecting the rights of union members and workers continues to be the core task of the Trade Union organization. Trade union levels will proactively participate in building policies and laws related to workers; coordinate to inspect and supervise the implementation of regimes and policies on salaries, social insurance, occupational safety and health, quality of lunch meals and implementation of grassroots democracy regulations.
At the same time, strengthen grasping the situation of labor relations, promptly participating in resolving labor disputes, building harmonious, stable and progressive labor relations in enterprises.
As the official delegate of the Da Nang Trade Union to attend the XI Congress of the Vietnam Fatherland Front, what are your expectations for this Congress?
- In the position of Vice Chairman of the Vietnam Fatherland Front Committee of Da Nang City, and also Chairman of the City Labor Federation and National Assembly Deputy of the 16th term, I expect this Congress to create more substantial and stronger changes in the organization and operation of the Front system.
First of all, after 1 year of implementing the 2-level local government model, although some limitations have been revealed, basically, this model is promoting positive effects. The political core role in building the great national unity bloc of the Front is therefore very necessary to be further promoted. I hope the Congress will propose specific solutions in gathering, building and firmly consolidating the great national unity bloc.
In addition, I expect the Congress to have breakthrough solutions to improve the effectiveness of supervision and social criticism. The current reality shows that in some places, supervision activities are still formalistic; many legitimate opinions and recommendations of the People have not been received and resolved promptly.
Through meeting voters and working with workers, I realize that people and workers want a mechanism to make their voices heard more fully.
Therefore, the Front needs to better promote its role as a representative of the People, participate more deeply in the process of building policies and laws; and at the same time strengthen supervision of the implementation of guidelines and policies directly related to people's lives. Social criticism activities need to go into depth, close to reality, contributing to building a clean and strong Party and government.
Another very important content is to continue to innovate the content and methods of operation of the Front in the direction of being close to the people, close to the people and accompanying the People. In the current context, the Front must truly strongly focus on the grassroots level, promptly grasp issues arising from real life to participate in effective resolution.
I expect the Congress to pay more attention to building a contingent of Fatherland Front cadres who are brave, dedicated, responsible, with good skills in mass mobilization, dialogue and grasping public opinion. Fatherland Front cadres not only need to be strong in expertise and professional skills, but more importantly, they must be close to the people, understand the people, speak with the people's trust and act with the people's trust.
