The regime and policies for rotated civil servants from July 1, 2025 are stipulated in Decree 170/2025/ND-CP.

Article 51 of Decree 170/2025/ND-CP stipulates the regime and policies for rotated civil servants as follows:

1. Civil servants who are transferred to another position and have a new position allowance lower than the position allowance they held before the transfer will have their current position allowance reserved during the transfer period.

2. Civil servants on the rotation to work in mountainous areas, border areas, islands, remote areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions are entitled to preferential regimes and policies according to the provisions of law.

3. rotated civil servants are entitled to policies on housing arrangement, travel support, living expenses and other policies (if any).

4. rotated civil servants with outstanding achievements (with specific initiatives and work products recognized by competent authorities) are considered for early salary increase according to the provisions of law; given priority when considering post- rotation work arrangement.

Thus, the regime and policies for civil servants on rotation from July 1, 2025 will remain the same as before this time. Previously, the regime and policies for rotated civil servants were stipulated in Article 64 of Decree No. 138/2020/ND-CP (expired from July 1, 2025)
