In fact, over the years, the Government has adjusted salary levels many times to suit the country's socio-economic development situation.
The last time the general minimum wage was adjusted was by Decree 31/2012/ND-CP in 2012. The general minimum wage applied from May 1, 2012 is 1,050,000 VND/month.
In 2013, the general minimum wage concept was no longer used. The State management agency agreed to separate the two salary systems.
The minimum wage is applied to the enterprise sector, called the regional minimum wage.
The concept of basic salary is first stipulated in Decree 66/2013/ND-CP in 2013. This salary level applies to cadres, civil servants, public employees, salary and allowance recipients and employees working in agencies, organizations, public service units of the Party, State, and socio-political organizations.
Clause 1, Article 3 of Decree No. 38/2019 of the Government stipulates that the basic salary is the salary used as the basis for:
Calculate salary levels in salary tables, allowances and implement other regimes according to the provisions of law for specified subjects;
Calculating operating expenses and living expenses according to the provisions of law;
Calculating deductions, the regimes are entitled to according to the basic salary level.
This basic salary has been changed many times:
The first basic salary will be applied from July 1, 2013 at the rate of VND 1,150,000/month.
The basic salary is 1,210,000 VND/month applied from 1.5.2017 to the end of June 2017.
The basic salary is 1,300,000 VND/month applied from July 1, 2017 to the end of June 2018.
The basic salary is 1,390,000 VND/month applied from July 1, 2018 to the end of June 2019.
The basic salary is 1,490,000 VND/month applied from July 1, 2019 to the end of June 2023.
The basic salary is 1,800,000 VND/month applied from July 1, 2023.
The basic salary is 2,340,000 VND/month applied from July 1, 2024.

Regarding the increase in basic salary in 2025 and ensuring benefits for cadres, civil servants and public employees who continue to work, the Ministry of Home Affairs informed that 2025, is the last year of implementing the socio-economic development plan and the 5-year financial plan 2021-2025.
However, in the context of many fluctuations in the domestic and international socio-economy, state budget collection is expected to face many difficulties.
Therefore, according to the Ministry of Home Affairs, in 2025, there is no basis to consider continuing to adjust salaries for cadres, civil servants, public employees and other policies.
