On June 24, the Hanoi People's Committee issued Official Letter No. 3691/QD-UBND to implement Official Dispatch No. 93/CD-TTg dated June 21, 2025 of the Prime Minister on accelerating the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system.
The City People's Committee requests departments, branches, sectors, People's Committees of districts, towns and cities to focus on directing drastic, serious and effective the implementation of policies and regimes in accordance with the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
Units must review, review, and submit for approval in a timely manner qualified subjects, ensuring quick resolution, full benefits, and not setting additional conditions beyond regulations.
Along with that, units must proactively balance, make estimates, allocate funds from allocated sources or from spending savings (if any), to pay policies on time.
In case there is a decision to resign, the payment must be completed no later than June 30, 2025.
Agencies, units and individuals who violate progress or let negativity happen will be considered and handled according to the provisions of the Party and the law. Financial difficulties need to be promptly reported to the Department of Home Affairs and the Department of Finance for synthesis and submission to the City People's Committee.
The City People's Committee assigned the Department of Home Affairs to preside over and coordinate with the Department of Finance to review the process, cut unnecessary steps in reviewing and allocating funds; at the same time, promote authorization for all levels, especially the grassroots level, in identifying subjects, making accurate estimates and proposing funding allocations according to regulations.
The Department of Home Affairs is also responsible for strengthening inspection and supervision at units; proposing strict handling of cases of delay and failure to implement policies, and at the same time monitoring and urging the implementation of policies and regimes in accordance with regulations.
