According to Decision No. 3091/QD-UBND dated June 20, 2025, the City will allocate 383,198.5m2 of land in Vat Lai commune, Ba Vi district - the area that has been confirmed by the District People's Committee to complete the site clearance and acquisition - to Ao Vua Joint Stock Company to implement an investment project without auctioning land use rights.
The location and boundary of the land plot are determined on the 1/500 scale master plan of land use determined by PARABOL Joint Stock Company and approved by the People's Committee of Ba Vi district.
Of the total assigned area, there are 292,354.5m2 for the construction of auxiliary works, services, techniques, parking lots, trees, water surfaces, roads and burial land that are directly exploited and used by investors for a long time and are obliged to pay land rent according to regulations.
The remaining - 90.844m2 of burial land is under the management and exploitation of the city. After completing the investment in building technical infrastructure, the investor is responsible for handing over this land to the city for exploitation and use in accordance with regulations.
The Hanoi People's Committee requires Ao Vua Joint Stock Company to proactively determine, pay land use fees, complete land registration procedures, apply for construction permits and put the land into use within 12 months from the date of handover.
In case the land is not put into use or the progress is 24 months behind the commitment, the project will be extended by 24 months. After this deadline, if it is still not implemented, the City People's Committee will reclaim the land without compensation.
The city also assigned relevant departments and branches such as the Department of Natural Resources and Environment, the Department of Construction, the Department of Finance, the Tax Department, the Land Registration Office, the People's Committee of Ba Vi District, the People's Committee of Vat Lai Commune... to coordinate in inspecting, guiding, supervising and handling violations during the project implementation process.
