Presenting a presentation at Workshop Center No. 4, Ms. Pham Thi Xuan Quyen - Director of the Legal Consulting and Employee Support Center - Hai Phong City Labor Federation said that in recent years, Hai Phong City Trade Union levels have proactively applied digital technology to communication, propaganda, education and mobilization of union members and workers. From traditional methods mainly based on conferences, paper documents, banners, slogans... propaganda activities have gradually shifted to a digital environment with many flexible, modern and highly interactive forms.
One of the typical models clearly demonstrating the connection of digital transformation with care, propaganda and connecting union members and workers is the model "Civilized and safe worker housing area" piloted by the Hai Phong City Labor Federation since 2022. The model does not only stop at supporting material life but also gradually forms a "digital trade union space" right in workers' boarding houses.
Many practical and humane activities have been deployed synchronously such as: Equipping medicine cabinets; supporting air conditioning for rented rooms with pregnant women or women raising young children under 36 months old; donating trash cans to sort organic and inorganic waste; organizing free medical examinations; visiting and giving gifts on the occasion of Workers' Month, Tet Sum vay; propagating laws and life skills for migrant workers...
In particular, as of 2025, the City Labor Federation has deployed the installation of free wireless Internet access systems in 179 worker dormitories with nearly 10,000 migrant workers benefiting.
According to Ms. Quyen, this is not simply a digital infrastructure support activity, but also a breakthrough smart communication solution. The entire wifi system is managed through the general router; before accessing the Internet, users will log in and access the "introduction page" integrating the official communication platforms of the Hai Phong Trade Union such as: Electronic Information Portal, Hai Phong Trade Union Fanpage, "Huong Cong - Hai Phong Trade Union" App...
The trade union organization has proactively brought official information directly to workers every day, forming a habit of digital interaction with the Trade Union organization. This model shows that the digital transformation thinking of the Trade Union organization is not only about applying technology in management, but more importantly, knowing how to take advantage of technology to "join" workers in daily life; turning each public wifi point into a "communications touch point", each boarding house becomes a "satellite connecting union members" in the digital space" - Ms. Quyen said.
In addition, the Hai Phong City Labor Federation is one of the pioneering units in building and deploying the "Huong Cong - Hai Phong Trade Union" App on smartphones - a comprehensive digital transformation model for union members and workers. The application integrates many practical functions such as: Propaganda, online legal advice, public opinion surveys, job introduction, union member welfare through voucher issuance, loan support, policy lookup, AI chatbot 24/7 legal support...
Increase short videos, infographics, podcasts
According to Ms. Quyen, practice shows that the current workforce, especially young workers in industrial parks, is strongly shifting to the digital environment. They mainly access information through smartphones, social networks and online platforms. This poses an urgent requirement for trade union organizations: if they do not innovate methods of propaganda, education and mobilization in cyberspace, trade union organizations will find it difficult to access, connect and spread influence to union members and workers.
To make digital transformation truly a driving force for innovation in trade union activities in the coming period, according to Ms. Quyen, it is necessary to focus on implementing a number of key solutions. It is necessary to strongly shift from "administrative communication" to "experiential communication". This is a breakthrough solution. Trade union communication content needs to be changed in a more approachable, lively, emotional and highly interactive direction. Instead of just posting documents and reports, it is necessary to strengthen short videos, infographics, podcasts; livestream dialogues with union members; minigames, online challenges. Along with that, it is necessary to apply AI to personalize content according to user groups.
Each trade union official needs to be seen as a digital media person, capable of using social networks to spread positive information, orient public opinion and connect union members" - Ms. Quyen emphasized.
According to Ms. Quyen, the success or failure of digital transformation depends primarily on people.
